Job summary

TheClinical Systems Deputy Manager (CSDM) will work under the direction of the Clinical Systems Manager, Digital Systems Manager and Chief Clinical Information Officer to optimize and develop EPR, EMIS and Hyland Onbase systems. The CSDM will lead in the obtaining of information technology and workflow requirements from all departments/areas, and then guide the clinical analyst team in the configuration of the application software to reflect these requirements. The CSDM will work with independent initiative, supporting and training other clinical analysts. The CSDM will lead the clinical analyst team in the engagement with appropriate end users to ensure that the correct data is obtained in relation to system use utilising both their Trust and system application knowledge. The data gathered will be used to define the configurable components of the EPR to ensure optimal workflow benefit to end users.

Main duties of the job

On a day to day basis the Clinical Systems Deputy Manager (CSDM) will support the Clinical Analysts through managing their HR responsibilities such as sickness and absence, annual leave, and overtime. The CSDM will support/ manage the Clinical Analysts with their training and development and carry out PDR's for the team.

The CSDM will deputize at a strategic level in the absence of the Clinical systems Manager authorising urgent change requests, and planning or altering work priorities as required. The CSDM will support the Clinical Systems Manager with staff administration duties such as SVL, budget management and has the authority to spend money from within the EPR budget and personal development of the clinical analyst team.

The CSDM will work with the Clinical Systems Training Team to assist with development of training plans, training content and delivery of training and support for end users. The CSDM will work alongside the CSM, DSM and CCIO in interacting directly with clinical end users and managers on the design process for optimization of Clinical Systems, researching and process mapping current processes in order to deliver new efficient clinical processes.

The CSDM will also work with 3rd party suppliers in relation to trouble shooting and future development work required for the systems

Job responsibilities

Main Duties and Responsibilities: An outline of the key duties and responsibilities of the post holder including key relationships and outcomes required.

MANAGERIAL/LEADERSHIP

  • To deputise at a senior/strategic level for the CS Manager in her absence
  • To assist with the management of the EPR budget with the authority to spend money from within the budget.
  • Provide knowledge and insight to system design and work flow for the Clinical Analysts
  • Support/ manage the Clinical Analysts through the completion of PDRs and facilitate the completion of their mandatory training
  • First point of escalation for Clinical Analysts with regards to system and end user issues
  • Supports the CS Manager in the negotiation of priorities for delivery.
  • Lead on the cascading of new developments in the systems to the Clinical Systems Training Team to integrate in to revised training materials.
  • Lead and support the Clinical Analysts and IT Technical staff and Interface Team with technical upgrades of the systems.
  • Lead on EPR system testing

ORGANISATIONAL

  • Develop and support the implementation of new Clinical Work flow throughout the Organisation
  • Configure and develop functionality in the Clinical Systems following approval from change control
  • To lead and assist with investigation and resolution of any problems reported by users of the Clinical systems
  • Will authorise system down time and evoke the Organisations BCP utilising their expert operational clinical knowledge and technical knowledge of the Allscripts, EMIS and Hyland solutions and specialist knowledge in trouble shooting of the bespoke systems
  • Process map current workflows to gain knowledge and information to enable appropriate clinical system design and work flows that enable safe high quality care to patients.
  • Constructively engage proposals with key stakeholders to enhance operational efficiency of the system and associated operational procedures
  • Developing and promoting the move to an electronic environment in accordance with government policy, Information Governance requirements and public sector records management standards.
  • Engage with and have accountability to the CCIO for strategic clinical systems development as part of the clinical systems team.
  • Supporting the maintenance and development of the Trusts wider clinical systems

Person Specification

Education & Training

Essential
  • Appropriate degree or equivalent level of experience
  • Completed Allscripts or other Clinical System configuration courses
  • Relevant training and experience in analysis of clinical databases
  • Evidence of ongoing professional development/study

Experience

  • Configuration experience with Allscripts system
