Principal Analyst Programmer (ePMA)

Job summary

An exciting opportunity has arisen for a skilled Principal Analyst Programmer to join the Digital and Health Informatics (D&HI) department at Cardiff and Vale University Health Board.

This role will support the implementation of an electronic Prescribing and Medicines Administration (ePMA) system, providing an opportunity to play a key role in the biggest digital transformation within the UHB to date. The ePMA system will transform the way clinicians prescribe & administer medication, making it safer & more efficient, impacting all staff groups, specialties and services across the UHB, transforming the way they work.

The successful candidate will join the Digital Service Transformation team. Our focus is on software development, integration, and interoperability. We are looking for an organised, enthusiastic and motivated individual, who can work in a rapidly changing and challenging environment.

In particular we need people with skills and expertise in the following areas:

Oracle Databases & PL/SQLMicrosoft .NETAPIs & RESTful web servicesInterfacing & integrating multiple systems (e.g. Mirth, Nifi)Real time messaging technologies (e.g. Kafka)Healthcare interoperability standards (i.e. HL7, FHIR)Management of a development teamPlanning, design, articulation, & development of applications and automated workflows

The role will have a probationary period of on-site working, usually at our base in Woodland House, moving to hybrid working thereafter.

Main duties of the job

Manage aspects of the development and interoperability process from start to completion, including the management of subordinate technical staff involved in the project.

Monitor technical staff ensuring that they maintain the appropriate skill levels required to meet the IT needs of the D&HI department and University Health Board (UHB).

Take responsibility for one or more of the following core UHB IT systems, including the management of enhancements and bug-fixes, system performance and all application specific technical issues:

FHIR Server and API DevelopmentPMS Master Index (including links to the HSW AR)PMS Inpatient ModulePMS Outpatient ModulePMS System AdministrationResults Reporting (Client and Web based)Clinical SystemsTraining DatabaseData WarehouseApplication Server

Represent the interests of the Digital Service Transformation team and technical interests of the UHB on various corporate system user groups. Liaise with suppliers and departments outside D&HI on IT issues.

This post is fixed term until 31st March 2025 due to funding.

  • Degree or equivalent experience

  • Post Graduate qualification in an I.T. related subject

Experience

Essential
  • IT experience, managing all aspects of the systems development life-cycle.
  • Management within a large complex organisation, of in-house software or API development Systems with responsibility for day to day management of staff involved in systems design, build and testing.
  • Analysis and logical design of systems specifications and their associated data structures using formal methods.
  • Lead in physical design and development of a wide variety of small stand-alone and large multi-user systems using client server and web based methodologies.
  • Management of projects using agile methods.
Desirable
  • Experience of NHS systems development, specifically patient centric systems used for Patient and Clinical management.
  • In depth knowledge of hospital processes related to IT systems.
  • Comprehensive knowledge of data models within an NHS Health Board.
  • Aided in the research and development of a large unique information management system, preferably within an NHS environment.

Skills

Essential
  • Systems /API development preferably in .NET and HL7.
  • Provide support to staff regarding IT development issues.
Desirable
  • Database Administration - Oracle, SQL Server, No-SQL.
  • Knowledge of Spark and Hadoop.
  • Design using Oracle Designer and IBM Rational Rose.
  • Knowledge of multi-user operating systems e.g. UNIX, Windows, Linux.
