Job summary

This is an exciting new role at DGT, working to support the COO and Digital Leadership teams in improving access to healthcare. The Head of Access and Digital Operational Performance role is a crucial position responsible for ensuring that patients have timely and equitable access to high-quality healthcare services. This role involves working closely with healthcare providers, administrators, and external stakeholders to develop and implement effective strategies for improving access to care, as well as monitoring and evaluating new measures, identifying areas for improvement, and implementing initiatives to address access barriers. The successful candidate will be the Trust operational expert, ensuring that the organisation has a deep understanding of the operational use of our digital solutions and the responsibilities of our staff.

Main duties of the job

The post holder will be accountable, on behalf of the Chief Operating Officer and Chief Digital and Data Information Officer, for providing high-level leadership for the operational process to deliver the Trust's ambition for the long term EPR solution to enable the safe, effective use, promote adoption and benefit realisation.

To be the Trust Operational Expert, ensuring the organisation has a deep understanding of operational use of our digital solutions and responsibilities to each staff role. Providing support to teams across the Trust to promote adoption and benefit realisation.

The post holder will be responsible for agreeing and establishing systems and processes to enable maintenance and continued improvement of key operational performance indicators including reporting, data quality in relation to ePR.

The post holder will be required to engage key stakeholders across the breadth of the organisation to ensure that ePR workflows are fit for purpose and will meet the needs of patients, achieve set and agreed standards, and deliver financial targets.

The post holder will also lead on other projects on behalf of the Chief Operating Officer and the Chief Digital and Data Information Officer as part of the overall Digital Strategy, with a specific focus on operational implementation of Trust digitalisation opportunities and priorities.

Main duties and Responsibilities:

Under the leadership of the Chief Operating Officer and Chief Digital and Data InformationOfficer, the post holder will:

Lead and coordinate the production and roll out of all Trust Access policies, leading on triangulation of policies between services and sites and developing an associated work programme to deliver the required projects with all key stakeholders.

Provide leadership to access and digital operational performance projects, working with senior leadership colleagues to influence strategic direction and drive transformational change across the hospital.

Engage and communicate with stakeholders within the region, representing the Trust as required at HCP and ICS meeting providing strategic influence in key meetings and groups.

Support the longer-term strategic planning and development of the Chief Operating Officers portfolio of operational integration and digital transformation across DGS HCP, working with senior operational colleagues. This will involve contributing to and delivering the operational aspects of the Trusts digital strategy, with the clear aim of continual improvement to patient care and safety.

Identifying gaps in existing process and, via process mapping, develop best practice policy to be rolled out across the organisation

Responsible for aligning training against national requirements, liaising with HEE, NHSE and external bodies to ensure best practice is met and maintained.

Lead the training teams to create and deliver new standardised training packages, with variations applicable to job roles.

Lead on and develop new eLearning packages to be supported via Engage

Establish train the trainers function to ensure that all members of the training team are up to date

Person Specification

Education and Training

Essential
  • Degree in Management held or qualifies by equivalent experience
  • Educated to Masters level in relevant subject or equivalent level of experience
  • Evidence of continued professional development
Desirable
  • Quality improvement training

Knowledge and Experience

Essential
  • Extensive experience of delivering quality services within a complex setting
  • Demonstrable track record of successful change management achievements, including evidence of successful programme leadership of wide scale acute healthcare programmes
  • Demonstrable knowledge of NHS nomenclature specifically in relation to access, waiting lists and booking
  • Proven experience of identifying and building successful and positive relationships
  • Experience of developing effective performance through people
  • Evidence of understanding of health and care management, governance, risk, operational and legal structures, and their application.
  • Significant experience of working collaboratively within a health and care setting including with commissioner and primary care partners.
  • Experience of working with Executive Directors across multiple organisations, effectively influencing the direction of strategy across a regional footprint.
Desirable
  • Working knowledge of electronic records in relation to patient care, including EPR and eRs
  • Breadth of management across health care settings
  • Knowledge of NHS data structures including NHS data dictionary
  • Project management experience
  • Experience of re-design methodology
  • Breadth of knowledge of a range of electronic patient records

Skills

Essential
  • Ability to analyse, disseminate and present complex information, using both verbal and written disciplines.
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments.
  • Ability to prioritise conflicting programme priorities and maintain momentum.
  • Ability to analyse highly numerical and written data, assess options and draw appropriate initiatives.
  • Outcome focussed demonstrating a passion for 5 Star patient centred care.
  • Knowledge and understanding of the context of healthcare nationally and globally. NHS strategy and policy in particular related to integrated care systems
  • IT literate to high standard.
  • Understanding of the principles within the NHS sector.
