We are delighted to be recruiting to the role of Deputy Head of Education, Learning and Development. This post is instrumental in supporting delivery of the NHS People Plan, NHS People Promise and the NHS long term workforce plan across the organisation and through engagement and collaboration with the wider health and social care community across Dorset Integrated Care System.The Education, Learning and Development function deliver against 7 main workstreams: Corporate and Mandatory training, Medical Education, Non-Medical practice education, Apprenticeships and Widening Participation Library and Knowledge services, Resuscitation and Clinical simulation.

The post holder will work closely with and support the Head of Education, Learning and Development to deliver key objectives to monitor quality of provision and to equip our workforce with the education and training they require.You will act as an expert resource in relation to alleducation matters both internally and when representing the Trust with external stakeholders, seeking out new and innovative ways to improve education and training.

Main duties of the job

The post holder will work closely with the Head of Education, Learning and Development to deliver key objectives.

The Deputy Head of Education will support the setting of the strategic direction for education, learning and development across the organisation, contributing to the delivery of high-quality care that meets local and national indicators.

In addition, the post holder will deputise for the Head of Education, Learning and Development and Director of Medical Education at key strategic meeting as well as taking the lead in identified education related initiatives both medical and non-medical

The post holder will represent the Trust both internally and at regional and national forums in relation to all education matters. They will undertake networking and influencing within the wider NHS context, such as Health Education England to forge working relationships, learn and apply best practices,

The post holder will be required to work autonomously managing and prioritising own workload and.

The post-holder will hold sole responsibility for the delivery of a range of educational workstreams.

The post holder will be accountable for further developing their own knowledge and professional practice, developing and acquiring new skills to meet the needs of the service.

Authority will be delegated to the post-holder by the Head of Education, Learning and Development

This post is expected to function at a strategic level.

Work alongside the Head of Education, Learning and Development in cultivating an inclusive education culture that acknowledges professional trends and responds positively to change to meet the needs of the organisation and delivering the commitments set out in the DCH people plan

To act as an expert resource and professional role model in all education matters both internally and when representing the Trust with external partners.

To act as the Deputy Contract Manager for the National Education Contract, working in partnership with education providers and Health Education England to ensure that all requirements of the contract are met, and the provision of high quality learning experiences for all trainees, medical and non-medical is achieved.

Support the Head of Education, Learning and Development in ensuring that the Trust is compliant with the NHSE National Education Quality framework.

Provide support to the Head of Education, Learning and development in relation to the ongoing monitoring and utilisation of NHSE Education funding schedules. Ensuring robust reporting on transparency of spending and value for money.

Provide strategic direction and oversight of the whole education function in the absence of the Head of Education, Learning and Development.

Be responsible for operational line management of identified education teams and delivery of key education workstreams, as deemed appropriate by the Head of Education, Learning and Development.

Support the Director of Medical Education and the Medical Education Team, by providing strategic oversight into the production of assurance reports on medical education activity for committees and external quality visits, from the Deanery and the Medical School.

Work in collaboration with the Director of Medical Education, the Medical Lead for Locally Employed Doctors and the wider medical education team, to develop and sustain education and development opportunities for Specialty and Associate Specialty Doctors and other Locally Employed doctors.

Give strategic support to the practice education lead responsible for the Annual Training Needs Analysis process, ensuring key reporting milestones are met locally and regionally and information is gathered approved and disseminated in a timely manner.

Act as the strategic lead for the development and ongoing review of education policies ensuring they meet the needs of the organisation, taking guidance and strategic direction from the Head of Education, Learning and Development.

Assist and support the wider education senior team with the development, design, and delivery of new innovative education projects, monitoring the impact for the organisation.

Act as the lead for the evaluation of all educational activity, devising reports on staff satisfaction with education and training and subsequent action plans to address areas that require improvement.

Lead on the implementation of Technology Enhanced Learning (TEL) across the organisation

Prioritise and organise own and team workload to contribute to the achievement of own and departmental workstreams aligned to local, regional, and national education, learning and development key indicators.

Act as authorised signatory on all accounts as required and authorise invoices on behalf of the Head of Education, Learning and Development.

Undertake any additional duties as identified by the Head of Education, Learning and Development commensurate with level of responsibility.

Education, Qualifications and Training

Essential
  • Educated to master's level in education or equivalent professional qualification or experience
  • Management/leadership qualification
  • Formal teaching/education qualification
Desirable
  • Project management qualification or experience of leading a project.
  • Coaching and mentoring qualification
  • Evidence of continuing professional development in the last 3 years.

Knowledge and Experience

Essential
  • Minimum of 5 years' experience working in a senior position at Band 7 level within an NHS, Education, or training setting.
  • Minimum of 3 years' experience line managing teams
  • Extensive experience of leading educational workstreams.
  • Experience of leading and promoting partnership working
  • Experience of working with commissioning and maintaining financial records
  • Knowledge of current education, training and development priorities in healthcare settings
  • Knowledge of education and development needs of multi-professional staff groups
  • Knowledge/understanding of confidentiality and information governance
  • Understanding of NHS England Healthcare commissioning and funding routes
  • Experience of strategically supporting the development of workforce and services
  • Experience of policy design and development.
  • Knowledge of regulatory frameworks and statutory regulations
Desirable
  • Experience of using communication media including intranet, internet and social networking sites to aid marketing/promotion of education opportunities
  • Experience of working with people from a variety of cultural backgrounds.
  • Knowledge of the NHS education strategies and policies
