Information Governance Manager

Job summary

To support a proactive, energeticand integrated approach to information governance through development and maintenance of robust and effective procedures, policies, systems and processes that ensure the function is embedded across the organisation. To provide specialist knowledge advice and training around information governance, data protection, including FOIA, DPA, information rights, confidentiality and information and cyber security.

To deputise for the Head of Information Governance where appropriate, and contribute to the co-ordinated approach to the implementation, ongoing management and monitoring of information governance across the organisation.

To provide clear and accessible guidance to all staff groups, to ensure the organisation meets both its statutory and legal obligations.

To assist in the provision of managed Information Governance services to hosted organisations.

About us

The information Governance team is a diverse and hardworking team. You will be working in an organisation that receives over 1200 SARs and over 100 FOIs a month.This is in addition to large number of daily requests for advice, expert guidance and help. So its busy department where the successful candidate will get a lot of experience of wide variety of work for one of the biggest Trusts in England.The information Governance team also provide advice and support to all projects and programmes, including the recent EPIC EPR implementation. The team also provide support to various departments on day to day IG issues, are involved in contract reviews and completion of DPIAs.The team also provide advice to all research projects on IG compliance, support the work of the Trust AI Centre for Value Based Healthcare, the South East Genomic Lab Hub, Health Innovation Network South London, Kings Health Partnership and other Trust hosted organisations.

Job responsibilities

Support the development, communication and implementation of the Trusts Information Governance Strategy and help to meet national requirements.

Where appropriate, lead and co-ordinate specific Information Governance initiatives within the Trust, and maintains strategies and policies.

Develop and provide the highest level of specialist knowledge on information governance to the Head of Information Governance, the Board, and senior managers.

Contribute to the development and implementation of corporate policies, procedures, systems and protocols on information governance, data protection and records management issues across the Trust.

Lead on the preparations for the annual submission of the Data Security & Protection Toolkit (DSPT), including the collation of information, coordination of inspections and liaison with auditors.

Support the development of systems and processes to ensure that the Trust achieves compliance with the standards set out in the DSPT.

Manage and maintain training and communication around information governance, ensuring that the dissemination of information remains up-to-date and meets changing requirements.

Manage Deputy IG Managers and all staff under them.

Development of policy and procedure.

Responsible for the effective and timely management of requests received under the legislative and regulatory frameworks.

Lead on the management of the Trusts Freedom of Information Publication Scheme,

Provide advice and training in relation to data subject/ information rights legislation and confidentiality good practice.

Prepare and review monthly reports for senior management, providing appropriate analysis, advice and support.

Support the Head of Information Governance with the management of appeals, internal reviews and complaints, liaising with the Information Commissioners Office.

Support an effective programme of auditing, training and awareness-raising around information governance and health and corporate records.

Person Specification

Education

Essential
  • Educated to Degree level or equivalent
  • Relevant professional data protection qualification
  • evidence of continuous professional development
Desirable
  • BCS Certificate in Data Protection
  • BCS Certificate in Freedom of Information
  • BCS Certificate in Information Security
  • Management or business certificate or equivalent
  • PRINCE2 or other Project Management qualification

Experience

Essential
  • Minimum five years experience working in information governance (corporate and clinical)
  • Able to apply a range of specialist knowledge and expertise in Information systems
  • The ability to identify, interpret and prioritise key information governance issues for senior management and Board review and consideration
  • significant experience of managing change
  • The ability to analyse and review a range of diverse complex information and produce periodic reports for a wide range of audiences
  • Experience and ability to work with staff at all levels and external agencies such as the ICO and NHSE
  • Experience in managing staff - including performance management, managing sickness absence and disciplinary issues, managing resource and financial budgets
  • Exceptional IT and systems skills
Desirable
  • Experience of working in a customer focussed environment
  • Experience in recruitment.
  • Demonstrable Project Management role
  • Minimum two year's experience working with the DSPT
  • Experienced in developing and delivering training packages to a range of staff in a variety of settings
