Job summary

Hertfordshire Children and Young Peoples Mental Health Services is modernising and expanding! We are seeking a Service Manager with a comprehensive understanding of clinical service delivery, service development and quality standards across our inpatient and crisis pathways to support our Children and Young People's Mental Health Services.

These are exciting times for our CYPMHS services as we transform and enhance our services for young people across our County, and we are seeking applications from exceptional managers with significant operational experience in mental health and enthusiasm, to lead our CYPMHS teams.

The Service Manager will have a mental health background with demonstrated achievements in operational leadership. They will have the ability to lead by example, motivate and empower others and will play a fundamental role in ensuring effective outcomes and high quality care for those using CYPMHS services in Hertfordshire. By inspiring a culture of high performance and continuous quality improvement in teams, the post holder will ensure the sustained provision of high quality services and standards for our service users, their carers and families.

Main duties of the job

This is an exciting time to join our service as we are developing new ways of working across both inpatient and community services and are looking for a strong leader to help us achieve our vision. You'll have demonstrable management experience within the NHS, and significant experience of working with clinicians and multi-disciplinary teams to achieve service improvement.

The role will cover our CYPMHS GAU Forest House Adolescent Unit, Crisis Assessment and Treatment Team, DBT Team, Home Treatment Team, Eating Disorders, Cherry Tree Cottage, Targeted team.

Hertfordshire Partnership Foundation Trust are the lead provider for the East of England Provider Collaborative. The post holder will also contribute to the overall strategic direction and delivery of the wider CYPMH service and the on-going transformation work within the county as a whole.

Other CYPMHS services include Generic CYPMHS, ADHD, Reach, MHSTs, Youth Justice/Forensic services. The role will work alongside and together with other Service Managers, and portfolios may change.

Job responsibilities

Particular key responsibilities will be as follows:

The post holder will have day to day operational responsibility for a portfolio of services which will include a range of services from: Forest House Adolescent Unit, Community teams Home Treatment Team, Crisis Assessment & Treatment Team (C-CATT), Generic (quadrant) teams, Paediatric Liaison, MHSTs, Targeted Team/ LAC, Eating Disorder Team, DBT Team, Cherry Tree Cottage, Reach, ADHD.

The post holder will support the delivery of services taking account of the Trusts service improvement agenda ensuring a cohesive, effective and seamless service is provided for service users.

Support the delivery of effective services for the division, working on a whole systems basis to achieve required levels of performance.

Work with other CYPMHS providers and 3rd Sector organisations to engage them in developing the strategic direction and participating fully in the priorities and work programmes.

Implement financial and performance plans agreed within the Division.

Play a senior role in local partnerships to ensure clear leadership and tangible interagency collaboration to deliver broader long term service planning.

Support a strong and effective team by providing clear and visible leadership and direction for staff working within CYPMHS.

Deliver effective communication to the community served including external bodies, the media and the public.

Work with the Head of CYPMHS and other senior managers to ensure equity across HPFT in accessing services and take a lead role on priority areas across HPFT as and when required.

Deputise for the Head of CYPMHS and cover for other CYPMHS Service Managers as required.

Develop relationships and ensure the smooth interfaces with the Provider Collaborative, ensuring compliance, quality, safety and delivery of operational and clinical strategies and reporting. The post holder will also contribute to the overall strategic direction and delivery of the wider CYPMHS service and the on-going transformation work within the county as a whole.

Person Specification

KNOWLEDGE, TRAINING AND EXPERIENCE

Essential
  • Roles covering inpatient services require Nursing qualification & registration or other clinical professional with valid HCPC registration
  • Relevant degree and equivalent significant experience operating at a middle management level in a large complex healthcare organisation.
  • Evidence of continuous professional and management development showing a combination of short courses, structured self-study or formal management courses.
  • Specialist knowledge of a number of disciplines acquired through training and experience over a significant period.
Desirable
  • Programme and project management qualifications
  • Postgraduate management qualification at Masters level
  • Breadth of knowledge across all health and social care services from primary to tertiary care.
  • Understanding of the Provider Collaborative and the service transformation approach

KNOWLEDGE, SKILLS AND EXPERIENCE

Essential
  • Knowledge of National policy and standards of governance relevant to CYPMHS.
  • An appreciation of NHS and local Government strategies, policies and plans, particular those linked with CYPMHS
  • Experience of planning and implementing service change, ideally in child setting
  • Experience of working with clinicians and multi-professional teams in achieving service improvement.
  • Experience of working with partners and stakeholders in delivering services, in a child focus setting
  • Extensive experience of working at a senior level in a large, complex organisation.
  • Experience of managing staff and working with staff TUs/staff representatives.
  • Track record in delivering financial plans and budgetary management
  • Evidence of achieving targets and objectives within a challenging environment.
  • Motivating, coaching and developing individuals to achieve their potential.
  • Ability to describe a clear sense of direction and purpose to motivate and enthuse staff and stakeholders.
  • Able to organise own workload and that of the team to meet objectives and operate effectively.
Desirable
  • Understanding of contracts and performance procedures.
  • Knowledge of local statutory planning frameworks
  • Current knowledge of best practice gained through personal research
  • Experience of working closely to inform and implement policy initiatives.
