Job summary
An exciting opportunity has arisen for the role of Head of Capital Projects within the Estate Strategy & Development team. This role is based at St Jamess University Hospital.
This is a senior role, with professional accountability for estates construction through the project management and delivery of the Trusts annual building and engineering capital programme.
Candidates will have extensive experience in the delivery of capital estates projects and will be qualified in an appropriate construction discipline to masters level (or with equivalent experience). Corporate membership of a relevant Chartered Institute is desirable.
To succeed in this role, you will be a proven leader with the ability to inspire others and to perform as a key member of the departments senior team.

Main duties of the job
As Head of Capital Projects, you will be responsible for the strategic development of the Trusts capital estates projects service and for providing the lead advisory role to the Trust on all matters relating to non-PFI capital development.
You will be professionally and technically responsible for ensuring that schemes are delivered and handed over such that the Trusts estate is safe for patients, staff, and visitors, including the implementation of relevant legislative requirements for this specialist area.
This role reports to the Associate Director for Estate Strategy & Development. You will develop close working relationships with key stakeholders including the Trusts capital projects team, operational estates, and corporate planning service.
The Capital Projects team is a specialist service area within the department of Estate Strategy & Development. Schemes range from business-as-usual refurbishment and replacement programmes, through small scale interventions to significant new build investments. Projects are delivered using a mixture of in-house staff and external consultants.
You will provide expert specialist and professional advice and direction on construction, project management and capital procurement to other estates staff, the Director of Estates & Facilities, other directors, and the senior management of the Trust.
The expected total annual value of the building and engineering capital programme is in the range £15m to £40m.

Job responsibilities
To be professionally accountable for estates construction through the project management and delivery of the Trusts annual building and engineering capital programme, as well as minor works (non-maintenance requisition) schemes, through a combination of external and internal resources.
To be responsible for the strategic development of the Trusts capital estates projects service and for capital estates policy development and implementation.
To provide the lead advisory role to the Trust on all matters relating to non-PFI capital development.
To be professionally and technically responsible for ensuring that schemes are delivered and handed over such that the Trusts estate is safe for patients, staff, and visitors, including the implementation of relevant legislative requirements for this specialist area.
To provide expert specialist and professional advice and direction on construction, project management and capital procurement to other estates staff, the Director of Estates & Facilities, other directors, and the senior management of the Trust.
Schemes are funded from a variety of sources: depreciation, charitable and other external funding, and private sector finance. All these must be managed ensuring proper control within the Trust Capital Procedures and Standing Financial Instructions/ Standing Orders. These schemes form the Building and Engineering capital programme for which the post holder is accountable for the technical delivery.
The key dimensions to this post cover:
Development of the annual Building & Engineering capital plan and multi-year phased works programmes, considering the overall aims and policies of the Trust.
Creation and delivery of an operational framework for the management of the Building & Engineering capital programme.
Selection and appointment of consultants, technical advisors, and external design teams.
Selection and appointment of contractors.
Procurement of capital schemes using recognised NHS methodologies, considering cost, quality, delivery time and reliability.
Provision of an in-house project management service.
Compliance with corporate governance and audit requirements.
The procurement all physical assets within the programme.
Oversight across the Trusts Building & Engineering capital programme and the Non-Maintenance Requisition revenue programme.
Monitoring and reporting of project costs and expenditure against budgets involving significant financial accounts.
Policy and service development for capital estates and for the practical implementation of said policy for the service.
To participate in the E&F senior teams out of hours on-call support.
Person Specification
Qualifications
- Qualified in an appropriate construction discipline to masters level (or with equivalent experience).
- Corporate member of a relevant Chartered Institute gained by suitable post graduate experience and, where appropriate, professional review
Experience
- Extensive experience in the delivery of capital estates projects. Highly developed specialist knowledge equivalent to a masters qualification in a construction-related discipline.
- Substantial experience & successful delivery in capital projects preferably within the NHS.
- Detailed knowledge of different project procurement processes.
- Working knowledge of construction processes and technical design.
- Awareness of clinical and technological change trends which might impact on health buildings
- Working knowledge of construction contracts.
- Knowledge and experience of financial management / forecasting.
- Knowledge of corporate governance and audit requirements.
- Knowledge of performance management systems related to capital schemes.
- The ability to identify and ameliorate for constraints that impact on project progress.
