Job summary

Business Intelligence is responsible for the development and delivery of all Information systems within the organisation. The teams primary function is to supply senior managers, Commissioners and executives with the information they require to make sound business decisions that will improve the effectiveness of all services. In addition the team support various operational systems with system technical support plus provide operational and ad-hoc reporting for all staff.

The Data Engineer is a highly technical role, and you will be responsible for supporting the ongoing maintenance and development of the organisations SQL Server Data warehouse and its functionality using allied technologies, including the development of reporting solutions. The post holder will also lead on the continuous delivery of the organisations key outward data flows and datasets.

Data quality and integrity are key elements to this role, and the post holder will support this in collaboration with the BI Team. The Data Engineer will also promote the development of key skills and knowledge across the BI Team, in addition to developing solutions which support the Information team to effectively fulfil their roles.

Main duties of the job

  • Support ETL processes to ensure that information recorded on the organisations various systems is efficiently and accurately represented within the Data Warehouse, to facilitate internal and external reporting requirements.
  • Lead on the continuous delivery of the organisation's mandatory datasets. Enact changes in accordance with Technical Output Specifications, to ensure compliance prior to the implementation of new versions of the datasets.
  • Support the function of the Information team via the development on new and existing datamarts and dataviews.
  • Develop essential reporting solutions such as dashboards and performance reports within technologies including Power BI and SQL Server Reporting Services (SSRS).
  • Support the rollout and implementation of Microsoft Power BI (PBI) across the organisation.
  • Act as a gatekeeper for the deployment of SSRS and PBI reports developed by the information team, ensuring that they are efficient, reflect best practice and the teams agreed standards prior to deployment.

Dimensions and Context of Role:

Scope and Range:

This role is pivotal in enabling the team to develop robust and scalable systems that will increase the efficiency of the team and enable the expansion of information delivery across the whole business function of Livewell Southwest and include the delivery of information and systems using the most up to date technologies and techniques.

Key Tasks and Responsibilities of the Post:

Data Warehouse & Reporting Development

  • Support the development and ongoing maintenance of the reporting elements of the Livewell Southwest Data Warehouse, to facilitate the informational needs of the analysts and wider organisation.
  • Support the development and continuous delivery of mandatory datasets, including the Mental Health and Community Services datasets, on behalf of the organisation. Implement changes and updates in accordance with the datasets technical output specifications upon the release of new versions.
  • Develop essential reporting solutions such as dashboards and performance reports within technologies including Power BI and SQL Server Reporting Services (SSRS).
  • Support the rollout and implementation of Microsoft Power BI (PBI) across the organisation.
  • Support improvements to data quality across the organisation and its various clinical systems.
  • Aid the maintenance of the Data Warehouses internal mappings for Livewell Southwests teams and services, to facilitate benchmarking and wider reporting across the organisation.
  • Will be responsible for the creation of both technical guidance and process flows relating to the maintenance and development of the reporting structures within the SQL Server data warehouse.
  • Will be expected to investigate and technically advise in the development of SQL Server using the latest techniques and tools in the development of complex reporting requirements, incorporating data from the many systems used across Livewell Southwest.
  • A high level of expertise in SQL coding with the ability to proactively maintain existing and develop new procedures for information provision and the troubleshooting of data issues. Including the ability to allow for integration with other technologies such as web development and other application developments.
  • Will be responsible for the development of security policies that ensure that access to the database conforms to both NHS Information Governance policies and associated legislation and also any locally agreed Information sharing protocols.
  • The ability to analyse complex requests and issues, and then translate into a solution where appropriate.
  • The ability to plan workload that may involve several complex pieces of work that have parallel timelines.
  • To work effectively with a variety of professionals both technical and non-technical working on projects and programmes as required.
  • The post holder is responsible for interpreting and implementing Livewell Southwest policies and will propose relevant improvements and changes to policies as appropriate.
  • Contribute to the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making recommendations in the best interest of the project.
  • The post holder will need to work with complex facts or situations requiring analysis, interpretation, comparison of a range of options. Analyses complex problems relating service issues; makes judgements regarding allocation of resource.

Mentoring and Departmental development

  • Support the continuous development of the BI team via the dissemination of skills and knowledge, as well as best practice techniques, within SQL coding and reporting solutions such as SSRS and PBI.
  • Expected to provide training in SQL Server and its reporting functions across the BI team. This will require training to be provided in SQL Server coding techniques, the proper use of source control and associated tools, in addition to SSRS and PBI.
  • Support the Information team by imparting specialist knowledge on the appropriate data sources and criteria for various data flows.
  • Act as a gatekeeper for the Information teams deployment of SSRS and PBI reports, ensuring that they are efficient, reflect best practice and the teams agreed standards prior to deployment.

Business Development

  • Pro-actively developing, identifying and generating opportunities for the Business Intelligence Team to deliver continually improving systems across all functions of the organisation, ensuring the ongoing improvement and effectiveness of the Business Intelligence team.
  • Assist with the Research, review and analysis of the effectiveness and efficiency of existing requirements gathering processes and developing strategies for enhancing or further leveraging these processes. This will include advising other senior managers on the procurement of new software or systems.
  • Liaise with other senior members of the Business Intelligence Team to ensure that the delivery of Business Intelligence is consistent across the service.

General

  • To undertake other relevant duties as may be required by the Lead Data Engineer.
  • To be responsible for training or demonstrating skills for junior or new staff.
  • To attend training identified as necessary for the successful delivery of the role.

Communications and relationships:

There will be regular communication with a diverse range of staff within Livewell and representatives of other organisations for the purpose of requirements gathering and informing of new reporting mechanisms. In house training is delivered to other staff where they have a need to be aware of more technical aspects of report building and SQL coding.

Physical Demands of the Job:

This is a hybrid working role, predominantly home based but with access to and an expectation to attend when required in an open plan, air conditioned environment with disabled access and facilities. Work is largely involving the use of a computer and is desk where there are restrictions in position due to the wearing of a headset and inputting at a keyboard.

Mental Effort:

There is a requirement to be able to concentrate for long periods of time using VDU devices and will be of a repetitive nature.

Emotional Effort:

There is a requirement for long periods of intense concentration when collating information.

  • Specialist experience of using Microsoft SQL Server within a large organisational setting.
