Job summary

Local Care Direct is a non-profit Social Enterprise operating across 24 hours a day, 7 days a week, 365 days a year, to provide various primary and urgent health care services across West Yorkshire.

We have a full time position available for a Head of Management Information working 37.5 hours per week from Lexicon House in Leeds.

The Head of Management Information will uphold and promote LCD values and ensure these are translated into working practices and service design. Along with maintaining the highest standards of personal conduct and ensuring that the quality of patient care is firmly at the centre of the organisations objectives and vision.

Working Hours: 37.5 hours per week worked Monday to Friday 09:00-17:00 (1/2 hour unpaid break)

Salary: £37,404 per annum

Base Location: Local Care Direct, Lexicon House, Wilmington Grove, Barrack Street, Leeds, LS7 2BQ

Main duties of the job

The Head of Management information will be responsible for the development of an annual MI Workplan setting out key objectives for the team & service standards including liaison with internal customers & management to ensure the plan meets business requirements.

They will line manage the Information & Performance Analyst, Data Analyst and Information Officer in line with all company policy & broader departmental requirements & ownership of all timetabled frameworks for reporting activities. Responsibility for Annual Leave authorisation, Sickness protocols & PDRs within the team.

They will ensure that key reporting systems are fit for purpose & all data analysis & reporting meets relevant standards & is subject to quality assurance to verify & validate all data before dissemination, including storage & back-ups.

They will develop and maintain all Organisational data dashboards using Power BI. This includes all aspects of data modelling & PowerQuery. Along with maintaining the Azure SQL Data Warehouse.

They will be responsibility for the annual forecasts for each service in line with set plans as well as detailed forecasts & business intelligence to assist with pressure periods. Along with assisting with project management & offer input & insight from an MI perspective & lead on projects key to the MI team.

They will facilitate the flow of mandated NHS service datasets such as ECDS and CSDS into SUS+ portals. Along with managing ad-hoc data requests including delegation of these.

Job Purpose:

KEY RESPONSIBILITIES

  1. The development of an annual MI Workplan setting out key objectives for the team and service standards including liaison with internal customers and management to ensure the plan meets business requirements.
  2. Line management of Information and Performance Analyst, Data Analyst and Information Officer in line with all company policy and broader departmental requirements and ownership of all timetabled frameworks for reporting activities. Responsibility for Annual Leave authorisation, Sickness protocols and PDRs within the team.
  3. Ensuring that key reporting systems are fit for purpose and all data analysis and reporting meets relevant standards and is subject to quality assurance to verify and validate all data before dissemination, including storage and back-ups.
  4. Develop and maintain all Organisational data dashboards using Power BI. This includes all aspects of data modelling and PowerQuery.
  5. Maintaining the Azure SQL Data Warehouse. This will include the development of automated Stored Procedures to load and process data on a daily basis.
  6. This role will also be responsible for the development, implementation and management of processes and procedures relating to Power BI including templates, development cycle, change control and testing.
  7. Provide expert advice and guidance to users/support to the analyst team and wider stakeholders in the development of data visualisations that reflect the needs of the services and inform decision making. The post holder will act as a key BI point of contact for operational services and colleagues across corporate services.
  8. To suggest and support service change and innovation, through detailed analysis of business data.
  9. To facilitate the flow of mandated NHS service datasets such as ECDS and CSDS into SUS+ portals.
  10. To assist with project management and offer input and insight from an MI perspective and lead on projects key to the MI team.
  11. Ensure robust procedures are in place for validating and signing off all data and information reported
  12. Liaise with any software system providers (TPP, Sesui, Adastra, Axixi) in respect of high-level performance reporting, data management queries and to request bespoke reporting.
  13. Management of ad-hoc data requests including delegation of these and provision to Management/ external sources where appropriate.
  14. Create and monitor the storage system in place for all performancerelated documents/files, including archiving of historical data, deletion of irrelevant documents and creation of any new filing systems to ensure reports are easily accessible to the team.
  15. Responsibility for annual forecasts for each service in line with Winter and Summer plans as well as detailed forecasts and business intelligence to assist with pressure periods.
  16. Ensure all processes used in the production, analysis, reporting and storage of data are documented, reviewed and stored including appropriate change controls.
  17. Represent LCD at internal and external meetings as appropriate to role and agreed with line manager e.g. Information Governance and Clinical meetings.
  18. To contribute to the development of delivery models and plans to meet contractual, statutory and organisational standards, policies and protocols.
  19. To provide input to the production of business cases to support service developments and tenders.

Team

  1. To set clear objectives for Direct Reports which support the delivery of the MI Workplan and Service Level Agreement.
  2. To ensure that all procedures and other departmental documentation is completed and up to date.
  3. To ensure that all staff are trained and able to complete other reporting activities within the team to cover times of absence etc.
  4. To take appropriate and immediate action where work performance falls below the defined standard for the role.
  5. To promote effective team working across clinical and non-clinical staff within the team and cross-functional working with other directorates.
  6. Prioritise and delegate day-to-day tasks to the Information and Performance Analyst, Data Analyst and Information Officer.
