Job summary

As the Workforce Development Lead you will lead, manage and ensure the successful delivery of key Workforce Development projects ensuring that they lead to the right outcomes, within agreed timescales and resources.

Main duties of the job

You will project manage and deliver desired outcomes in accordance with quality, budget and timescale specifications thus performing a key role in keeping the programme on track to meet objectives. This will involve:

  • Facilitating the development of project plans;
  • Reviewing and understanding data to support the identification of key risks and issues
  • Supporting delivery and facilitation of meetings and delivery
  • Monitoring progress against priorities within the programmes;
  • Supporting the identification, recording, monitoring and management of project risks and issues
  • Producing reports and papers for meetings
  • Ensuring governance process are followed
  • Designing and delivering training and group facilitation
  • Chairing programme and project group meetings
  • Driving the key priorities of the programmes by working with partners
  • Contributing to the development of new strategic aims and priorities and the wider people strategy

Job description

Job responsibilities

You will be responsible for leading on the of scoping, defining and codesign of new projects which are key to delivery of workforce development priorities. With excellent oral and written communication skills you will have the ability to build effective working relationships. As an effective group facilitator, you will persuade, influence and challenge multi-disciplinary, and sometimes multi-organisational, teams in order to make plans and deliver milestones for projects.

As a well organised individual you will have the ability to work under pressure on a number of competing priorities whilst continuously learning and growing within the role in order to deliver on what is a constantly changing workforce agenda.

The portfolio of this role is widening participation. As the lead for this area you will oversee the Trusts approach to :

  • engaging the local community and education establishments around health care careers
  • work experience and clinical placements
  • other entry to healthcare routes such as work placement programmes from the DWP and apprenticeships
  • volunteering opportunities

Service Delivery To lead on key projects outlined within the Workforce Development Operational Plan. To engage with operational colleagues to understand their workforce challenges To support operational colleagues in reviewing their workforce and creating workforce improvement plans that identify key areas of concern and actions to address them. To engage and collaborate with colleagues across the HR Directorate to provide a multi-disciplinary approach to workforce support

Agree programme/project scope and definitions Lead the scoping, defining and codesign of new key priority projects and objectives for the above programmes with partners and programme managers Identify and reconcile key stakeholders interests in projects Collate, analyse and present data to support the identification of workforce issues Clarify project scope and definition in order to plan effectively Identify, assess, and prioritise risks and mitigations Assess feasibility of projects with stakeholders and programme leads

Communication Develop and manage project communication plans. Establish and undertake liaison with relevant stakeholders Manage and communicate with a significant number of stakeholders presenting highly complex and sensitive information. Network with others across the ICB, Region and NHSE/I/HEE

Strategy Development Responsible for directly and indirectly impacting on strategy development and design for the associated programmes of work

Systems & Policies To be responsible for developing and implementing systems and strategies that address strategic workforce issues within their areas of responsibility. To be responsible for the review, development and consultation on HR policies and procedures related to workforce development ensuring that they are aligned to corporate objectives, legislation and best practice. To oversee the monitoring of data quality within systems and to work with system users to identify areas of improvement.

Collaborative Working To work in partnership with colleagues, both internal and external, to optimise opportunities for innovative, efficient, effective and streamlined service delivery. To collaborate with colleagues across the HR Directorate to ensure that operational service delivery meets the workforce plans and requirements of the organisation. To create links with external organisations such as local schools, colleges, universities and employers to raise the profile of the Trust as an employer of choice. To lead on local and national collaborative work on effective workforce development including streamlining and passports to facilitate freedom of movement between NHS organisations.

Performance Management, Reporting and Governance To develop, manage and analyse a suite of key performance indicators to develop plans, measure success and plan workforce demands. To create and present reports, as required, on the activity demonstrating the outputs and targets achieved for a variety of stakeholders including the Assistant Director of Workforce Development & Resourcing, Workforce Council and Executive Committees. To produce, analyse and interpret management information to ensure it is fit for purpose and utilise it to drive change, improve the delivery of services and inform future departmental strategies and projects. To ensure that all evidence is being stored appropriately for NHSEI, HEE and CQC assessments. To analyse and interpret national guidance and standards and present options to the Trust for adoption of changes as appropriate.
