Job summary

This role is part of the IT Operations, who are responsible for:o Maintaining our IT services and ensuring they remain operational, performant, supported, fit-for-purpose and meeting the needs of our end users.o As IT subject matter experts, contributing to the design and development of new products and services.o Improving user experience in our systems and processes.o Proactively maintaining our IT service portfolio and reducing technical debt.There are a number of different teams within IT Operations, aligned to specific user needs / services. Each IT service team will have several different services that form the service offering to end users.

Main duties of the job

A test manager takes ownership of the quality assurance and testing (QAT) strategy as part of a broader risk-based approach, and takes ownership of delivery, creates the strategy, and leads its implementation.At this role level, you will:o design, develop and iterate test strategies to improve the quality of our products and services to end users to include within the context of functional and non-functional testingo build and maintain a full runbook and portfolio of tests in support of the testing strategy that also includes test automationo promote and advocate quality assurance test capabilities internally and externally, and the role that it plays in both designing and operating serviceso be responsible for test improvement and optimisationo make important decisions relating to testing and assurance within the context of the delivery environmento take responsibility for talent, succession planning and supplier managementYou will put people at the heart of everything you do - with a relentless focus on user experience and ensuring all our user needs are met across sites at Moorfields Eye Hospital NHS Foundation Trust.

Job responsibilities

Leadership Provide leadership and direct line management for the quality assurance testing team, and provide subject matter expertise to wider directorate service teams Mentor, coach and line manage the quality assurance testing team covering financial and absence management, including developing the teams skills and capabilities to meet the needs of the organisation and healthcare partners, as well as building on existing recruiting capabilities to address new needs or skill gaps

Test management Form test strategies for all projects where appropriate and provide guidance on risk Operate within a Test Management Framework (example: International Software Testing Qualifications Board ISTQB) Design, implement and optimise test management, estimation, monitoring and control tools Contribute to the assessment of other testing and delivery teams against a set of standards, providing guidance and support to drive successful outcomes Design, develop and assure standards, policies and procedures for quality assurance testing Contribute to ensure enterprise architecture is scalable through test assurance Include testing automation as part of the testing strategy Help to drive innovation through the incorporation of new and emerging technologies, such as AI and Machine Learning into the testing process

Functional testing Design and execute a wide range of testing techniques and communicate test results to both technical and non-technical stakeholders Make decisions on the environment for testing, and can coach others Identify defects, alert the business to them, and help to prioritise them based on defect severity Partner with supporting / enabling teams and ensure we are embedding in our quality approach disciplines around clinical safety, privacy by design / security into the delivery environment

Non-functional testing Show an awareness of non-functional testing techniques Execute non-functional test scenarios and identify defects Run non-functional tests others have written and know the processes to do so Understand a range of standard non-functional testing techniquesTechnical breadth Demonstrate a good working knowledge of different tools and techniques, and can train others Advise others on testing techniques and frameworks Effectively research, plan and train others within the teamTest analysis Think creatively, ask the right questions and critically evaluate and communicate findings to a larger team Lead investigative work into problems and opportunities in existing processes Drive the collection of information and the creation of recommendations for improvements Absorb large amounts of conflicting information and use it to determine solutions

Person Specification

Education / Qualifications

Essential
  • Masters degree level, or equivalent relevant experience
  • Relevant specialist quality assurance testing certification, or equivalent experience
  • Relevant management / leadership qualification or equivalent experience to masters level
Desirable
  • Service management qualification or equivalent experience (example: ITIL)
  • Delivery management qualification or equivalent experience (Agile, PRINCE2, etc)

Experience

Essential
  • Experience of leading user/customer-centric teams and delivering on continuous service improvement initiatives, including 3rd parties
  • Experience in the role of a test / software engineer or equivalent
  • Experience of working within a test management framework (ISTQB, etc)
  • Experience championing quality to drive successful and improved outcomes
  • Experience of supporting the transition of products from Delivery into Live Service - including service transition and assurance activities
  • Experience testing a broad variety of products and services using client, server, web and integration technologies
  • Supervision and direct line management one, or more teams- including (but not limited to) - recruitment, capability and performance, training, leadership, motivation, sickness absence
  • Management of financial budgets for your portfolio of services (pay, on-call, consumables), including development and monitoring of budgets
Desirable
  • Experience of testing products / services in healthcare (NHS)

Skills and knowledge

Essential
  • Lead the end-to-end quality assurance testing framework, and assure standards of quality across projects and live services
  • Systematic and methodical approach to problem solving
  • Knowledge of integrated data interfaces (data in and out) including XML
  • Knowledge of software testing in different project delivery environments (Agile, Waterfall, etc) and testing standards
  • Strong technical knowledge and ability to keep ahead of digital and technology initiatives
  • Good communication skills - tailoring your message for your audience, providing and receiving highly complex, sensitive and/or contentious information, able to communicate complex technical information in a simple way to stakeholders
  • Present complex information to large groups
  • Autonomous working and can delegate appropriately
  • Prioritisation of work - within the team and across the wider directorate
  • Develop, and improve Quality Assurance Testing, Service Management and Delivery Management tooling
