Are you a dynamic and experienced People Manager with a passion for supporting people to be their best? If so, the NHS Business Services Authority (NHSBSA) has an exciting opportunity for you. We are looking for a DDaT People Manager to join our Digital, Data and Technology Directorate, where you will play a pivotal role in supporting our people to deliver products and services that meet the needs of our users.

Whilst leading and managing a multidisciplinary team in a matrix management model you will demonstrate a range of leadership skills in managing, developing and supporting people and processes. You will focus on pastoral care and resolve complex people issues whilst proactively engaging with a diverse range of stakeholders to successfully deliver and maintain a supportive team environment.

You will work with the Professional leads and Delivery Managers to ensure that staff from different professional disciplines to your own have the peer support from their community of practice as well as within their line management team.

Main duties of the job

You will be an active member of the DDaT People Team, with occasional travel to other locations. Working under general direction and within a clear framework of accountability you will work autonomously to best support and develop those within your team.Demonstrating excellent communication and relationship building skills across the different strands of our Delivery, People and Profession matrix, you will focus on the people aspect of the team's performance--driving staff development, talent management, and career progression. You will lead on key people processes such as recruitment, regular one-to-ones, and performance reviews, while maintaining a strong focus on colleague wellbeing.Engaging with stakeholders, you will facilitate and foster collaborative approaches, prioritise requirements and maximise resource utilisation. By demonstrating a creative and innovative approach and advising on several policies and procedures, you will optimise standards and solutions to deliver on NHSBSA's strategic goals.

Job description

Job responsibilities

In this role, you are accountable for:

1. Effectively communicating highly complex and sensitive information, such as redeployment matters, development strategies, and employee relations issues. Follow organisation policy when dealing with such issues to ensure appropriate recording of information takes place, and suitable support can be requested and implemented for the colleagues you manage.

2. Arrange and/or deliver specialist training & development sessions in collaboration with the professional lead and our academy and development manager, to ensure that colleagues within your profession are supported to develop.

3. Lead on the organisation of professional communities of practice alongside the professional leads to foster a strong sense of community and to allow scope for best practice to be shared. This may involve speaking to large groups of professionals within these sessions.

4. Present to a variety of audiences as appropriate around people practices and initiatives. This may include situations such as presenting at your professions community of practice, at the DDaT people team days, or more widely at the DDaT people community or DDaT people board if you are proposing a new people approach or initiative.

5. Possess highly specialist knowledge in people management areas such as recruitment, colleague development, performance management, certificates of sponsorship and colleague wellbeing, acquired through a combination of degree, professional qualifications, and experience.

6. Lead on recruitment into your team, collaborating with the talent acquisition team and professional leads to attract and appoint strong candidates into our roles to fulfil business need. Participate in recruitment events as and where appropriate, such as careers fairs (internal and external) and meet the team webinars to help showcase opportunities and attract applicants. Taking an innovative approach to lead successful recruitment campaigns where roles may be challenging to fill.

7. Lead on our colleague induction programme in DDaT, delivering sessions to support the successful, welcoming and smooth onboarding of new colleagues.

8. Analyse and interpret complex facts or situations such as safeguarding concerns, complaints or conflict, comparing a range of options to assess and recommend appropriate courses of action, demonstrating informed decision making.

9. Plan and organise a broad range of complex people management activities, including workforce planning, performance management, and development initiatives. Formulate and adjust plans and strategies to meet evolving team needs, organisational goals, and operational demands.

10. Demonstrate a high level of IT proficiency, being able to effectively communicate and collaborate in a hybrid working environment using a variety of IT tools and techniques.

11. Liaise closely with colleagues in the corporate people team, across functions such as talent acquisition, HR, organisation design and development, colleague experience and reward & recognition to ensure that our approach is aligned with the central offering, but also that we flag any challenges with the right teams and propose appropriate policy and service changes that reflect the needs of the DDaT directorate, but may also be reflected elsewhere in the organisation; suggesting change that could benefit all rather than just specifically DDaT.

12. Ensure that any recruitment, movers or leavers are accurately updated in the establishment, managing a delegated budget for recruitment within your profession, and confirming correct source where external funding through our services is being provided, demonstrating effective budget management.

13. Authorise non-staff costs for your team such as travel and subsistence, kit and any equipment for reasonable adjustments.

14. Liaise with the DDaT admin team to ensure that procurement processes are followed accurately for things such as training or agency recruitment, raising purchase orders in the correct way before placing any orders with suppliers.

15. Line manages a team of professionals from one or more of our DDaT professions. You will be responsible for the provision of effective people management, support and guidance for these colleagues across the entirety of the colleague lifecycle. You will drive the DDaT strategy and the DDaT people strategy to ensure you are delivering a great colleague experience and will suggest updates to strategy and approaches to help deliver strategy where appropriate.

16. Develop and maintain accurate and up to date one to one document in collaboration with the colleagues you are responsible for.

17. Maintain up to date information on workforce management systems such as Verto (workforce management), TRAC (recruitment and applicant tracking system) and on team spreadsheets to record recruitment needs and progress for example, demonstrating attention to detail to establishment control processes to ensure an accurate picture of our workforce is reflected.

18. Encourage completion of the colleague engagement survey, leading on this within your profession in collaboration with the professional lead, analysing responses, holding feedback sessions, and producing action plans to address any issues or areas of development.

19. Provides authoritative advice to colleagues across a range of occupational policies and regulations. This could include a range of internal policies, as well as liaising with our corporate HR team to interpret government guidance and ensure it is applied correctly, such as certificates of sponsorship for example.

20. Be able to comfortably operate in a fast-paced environment which can be unpredictable. Recognising that a high level of desk work will be required to conduct teams calls and one -to-ones, plus also to write up reports, queries and referrals. However, also recognising that specific complex and urgent issues may arise which require reprioritisation of workload.

21. Sensitively manage distressing or highly emotional circumstances arising through line management. These challenging situations will often be unpredictable and unforeseen, and require quick and sensitive response, following the correct protocols to safeguard colleagues and ensure their safety. You will be the first port of call for the colleagues you manage during challenging circumstances, for example, these may relate to things such as colleague wellbeing concerns, long term sickness, redeployment, grievance, death in service and disciplinaries. You must use your judgement to know when and how to engage appropriate stakeholders in any additional support for colleagues.

22. Confidently liaise with colleagues in our corporate people team where appropriate to ensure that your team members are effectively supported should any of the above situations occur, signposting relevant support, and making occupational health referrals where appropriate.

23. Work as a collaborative team with the other DDaT people managers and the wider DDaT people team, fostering a positive team culture and demonstrating healthy team behaviours, actively contributing to team sessions and the DDaT people community as a whole.

24. Supporting the DDaT people leads with the roll out of people initiatives to the rest of the team and the wider directorate where appropriate.
