Transformation Programme Lead

Job summary

This is an exciting new role for us, responsible for leading and setting the strategic direction for a transformation support hub (TSH) which is just about to be established. The TSH will act as our engine house for change, and hold and deploy our programme and change management capacity to support our agreed system priorities. The role will work closely with senior colleagues across the system, and play an important role in ensuring we deliver on behalf of the populations we serve.

To be successful in this role you will be skilled at fostering positive relationships, and tenacious and organised in your approach to programming how work packages are prioritised and delivered by the team, ensuring appropriately deployed resources and high-quality outcomes.

Your experience will be in leading large programme teams, delivering change, establishing teams and new ways of working, and you will have specific experience in matrix working and delivering against client needs at management level. Utilising these skills and experiences you can enjoy the pleasure of making a difference to people's lives via the successful realisation of our programmes, projects and change initiatives in line with the long-term vision of the organisation for the people of Cornwall and the Isles of Scilly.

Main duties of the job

The purpose of this role will be to lead a new and effective team with strategic oversight of all programmes of work which enable, develop and deliver system transformation within the integrated care system clinical strategy and forward plan, supporting the high level ICS priorities, strategy and plans. Working with the programme of care leads, relationship managers and place directors to promote best practice to transform services in order to improve health outcomes for our population.

This role will set the strategic direction for the transformation support hub (TSH) and will have key accountability for TSH activities including programme monitoring and scrutiny, establishing and maintaining robust programme management processes, supporting key governance forums and facilitating the resolution of strategic issues and interdependencies.

Qualifications

Essential
  • Educated to masters degree level or equivalent experience working at a similar level with experience of major transformational change programmes and projects, and service design

Experience

Essential
  • Significant experience of leading large programme teams, delivering change, establishing teams and new ways of working, with specific experience in matrix working and delivering against client needs at management level.
  • Extensive leadership experience, experience in high-level decision-making, significant experience in developing and implementing quality improvement strategies
  • Working in a management role in health care or local government or other relevant/ transferable experience

skills and knowledge

Essential
  • Expertise and specialist knowledge developed through in-depth experience; working in a senior role leading multiple programmes, projects or change initiatives
  • Proven high level experience and technical competence of using project management software and IT applications (word/excel/PowerPoint)
  • Appropriate understanding of governance and control of public funds and ability to critically review, challenge and utilise financial information for decision making
