Digital systems are the foundation upon which we will build a modern, efficient and responsive health service. Enabling information to flow between care providers within and beyond organisational boundaries, and between care providers and patients, is a key means by which we will achieve a safe, convenient and personalised health and care service.
General Practice Clinical IT systems sit at the heart of primary care technology facilitating and recording millions of interactions with patients every week. GP practices led the way in the move from paper to digital record-keeping and are now well on the way to reducing burden with automated workflow and online transactions, such as appointment bookings and repeat prescriptions, across all practices in England.
We have an exciting opportunity for an experienced Programme Manager to join the New Market Entrant team in the Digital Primary Care programme. This team are enacting a commercial strategy designed to introduce more choice of core clinical systems in General Practice so that we see more innovation and a better level of service. Suppliers of the new to market systems must navigate the complexities of primary care and provide systems that integrate with all the national infrastructure, as well as supporting local integrations with the wider health ecosystem. They also need to secure GP Practices to work with them as early adopters to help them shape their product and deliver value so that others follow and adopt.
Main duties of the job
We are looking for someone who can apply a broad range of skills and expertise in programme management and relationship and stakeholder management. They will need to effectively manage the relationships and needs of a complex stakeholder environment to help deliver the goal of migrating practices to new GP clinical systems.
Existing knowledge and experience of working in the NHS, and of managing a broad range of complex stakeholder relationships, often with conflicting priorities, are key aspects in successfully fulfilling this role.
This role is pivotal in bringing together all stakeholders to deliver against a shared plan, dealing with 3rd party suppliers, navigating complex governance processes and having difficult conversations will be everyday activities.

This role sits within the New Market Entrants part of our team whoare responsible fortechnically &clinicallyassuring new General Practice IT solutions and, in partnership with suppliers, supporting the implementation of these new, innovative solutions across the General Practice and Primary Care estate.
Our team is broken intoseveralworkstreams so that we can give the right focus to Suppliers,Buyersand Users. This role will bridge all these workstreams.
The suppliers we are working with are often very new to this care setting / market. They rely on us for guidance and signposting. The ICBs we are working with are taking a risk and investing in a vision, we need to help them navigate this and balance this against other wider priorities. The GP practices and PCNs we are supporting are invested in theprocessbut they will have other challenges and blockers which this role will be vital in resolving.

Person Specification
Knowledge & Experience
- Extensive experience of effectively managing complex stakeholder relationships at all levels up to senior executive level.
- Extensive experience of managing complex technical delivery projects, including experience of leading the deployment of technical solutions into live.
- An in-depth understanding of the NHS operational and technical landscape, with particular emphasis on Primary Care.
Skills
- Takes decisions on difficult and contentious issues where there may be a number of courses of action.
- Demonstrate the ability to plan over the short, medium and long term altering plans to fit with the rapidly changing environment
Qualifications
- One or more programme /project management qualifications
