System Co-ordination Centre Officer

Job summary

The Leicester, Leicestershire and Rutland Integrated Care Board System Coordination Centre ("SCC") is seeking a full time System Coordination Centre Officer (Band 7 subject to confirmation of grading).

We are seeking a dynamic person with excellent communication and relationship skills, and who is a creative problem solver. A strong operational mindset is crucial.

The service is required to operate Monday to Sunday 08:00-18:00 365 days a year. There will be a two-week rota, with weekdays office-based in County Hall Glenfield and weekends home-based. There will also be some opportunities to work from provider locations to build a whole system knowledge base.

Main duties of the job

The purpose of the SCC is to always ensure the safest and highest quality of care possible for the population by having real time operational oversight of the system, balancing the clinical risk within and across all health and care services. It ensures a consistent and collective approach to managing system demand and capacity as well as mitigation of risks, leading and facilitating delivery of:

  • Visibility of operational pressures and risks across providers and system partners
  • Action on key systemic and emergent issues impacting patient flow, ambulance handover delays and other performance, clinical and operational challenges
  • Dynamic responses to emerging challenges and mutual aid
  • Efficient flows of information

Job responsibilities

The post holder will:

Responsible for the operational delivery of the System Coordination Centre.

  • Be responsible for building a combination of subject matter expertise and operational skill to enhance effective service delivery.
  • Be responsible for implementing all national and local guidance and ensuring system assurance is established through clear actions and pre-set targets.
  • Be required to work across the seven-day week, covering 08:00-18:00 as a part of a rota.
  • Work closely with a range of operational colleagues for system delivery to balance risk across the system in times of escalation.

Qualifcations

Essential
  • Educated to degree level or equivalent level of experience of working at a senior level in specialist area.

Training & Experience

Essential
  • Should have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on urgent care.
  • Knowledge of running a range of projects in a complex, multi-stakeholder environment
  • Extensive experience of working with multiple stakeholders.
  • Knowledge and experience of governance and assurance in an NHS setting either directly or by working in partnership with the NHS
  • Substantial experience of successfully managing complex projects within a programme management system.
  • Track record of delivery of significant change programmes within time scale and budget
  • Experience of managing milestones/targets in a dynamic changing environment
  • Experience of using analytical tools including forecasting, benchmarking and use of spreadsheets and databases.
  • Must be able to write concise and effective reports to up to project board level.
  • Experience in design and using a range of evaluation methods.
