Job summary

A rare and exciting opportunity has arisen to join us on our journey to transform the way services are commissioned through system partnerships and collaboration, to drive improvements and to achieve high quality outcomes.

You will be an exceptional leader and work as part of a dynamic team and lead the development and delivery of the long-term commissioning and service improvement strategies of the Integrated Care Board (ICB) and wider integrated health and care system.

You will advise the Board and drive critical work with the Executive Directors and wider ICB Teams to foster and achieve the shifts in care that are required for us to meet our Joint Forward Plan ambitions and wider commitments.

The role is suited to people with a passion for co-production and engaging with local people to reduce health inequalities and make a real difference for our communities.

The successful candidate will have a demonstrable track record of operating strategically at Board level, leading and delivering commissioning, performance and improvement activities.

We require an individual that will be a real catalyst for change with ambition, strategic insight, curiosity and the tenacity to see things through. You will have extensive experience of partnership working and producing tangible outcomes through influence and effective relationships.

Main duties of the job

Purpose of the role

Our population deserves the best possible outcomes, access to services in a timely way, to have their voices heard when we are designing services, to see all partners work together to provide care that wraps around the person and to ensure we address inequalities wherever we find them. These values will be at the heart of our commissioning approach and the plans we make for the future.

This new ICB role will lead the commissioning of services in a very different way, taking a strategic and system wide approach to support our local teams to drive improvement through convening, supporting and ultimately commissioning the emerging new collaborative operating models across the ICS. This will include taking a portfolio approach to service developments and investments and ensuring our strategic intent to see more care being provided closer to the patient through our integrated neighbourhood teams is delivered, including the necessary adjustments in contracts that enable this.

Success in this role will deliver improvement and will achieve high quality outcomes for the people who use local services. We will also listen to the people who use our services to hear from them if we have been successful in delivering the services they need.

Health and care services in Norfolk and Waveney are working closely together to further improve services and provide more joined-up care for local people. Job responsibilities

Key accountabilities

Setting commissioning, contracting and procurement strategy and delivering long-term transformation, planning and performance improvement

You will provide strategic leadership across the system for your portfolio areas, developing a multidisciplinary leadership approach, ensuring there is sufficient capacity and capability to develop, commission and deliver the agreed strategic plans.

You will ensure the optimal use of evidence and evaluation in prioritisation and commissioning decisions, planning activities and the monitoring and performance improvement of services.

You will lead the statutory ICB responsibilities of:

  • Discharging commissioning duties;
  • Contracting; and
  • Commissioning Plan, including review and consultation

You will be the lead responsible Executive Director and line manager for:

  • PMO functions (via the Head of PMO)
  • Adult and Older Peoples Mental Health (via the Associate Director of Mental Health (Adults)
  • Commissioning and performance team (via the Associate Director of Commissioning)
  • Contracting and Procurement (via the Associate Director of Contracting and Procurement)

In conjunction with other senior leaders, you will ensure that the ICS and constituent partners deliver against the NHS National Oversight Framework; striving for optimal performance from NHS and other commissioned providers against national constitutional standards and ICB and ICS ambitions and objectives, including those set out in the Joint Forward Plan.

You will ensure coherence with national health and care policy, standards, and strategic priorities, including:

  • the NHS Long Term Plan; and
  • the Net Zero agenda.

You will support the production and delivery of a five-year Joint Forward Plan for the ICB, working closely with the Executive Director of Strategic Transformation, other Board members and partners across the ICS and local communities.

You will ensure the ICB achieves all relevant standards and compliances related to your portfolio areas.

You will work closely with the ICB Executive Team and be responsible for ensuring that the system successfully delivers its strategic and operational objectives related to your portfolio. This will be done working in partnership with system senior leaders and the Director teams.

You will provide expert professional advice to the ICB Executive Director of Strategy and Deputy CEO and to the Executive Team and Board.

You will provide professional leadership of the system from the perspective of commissioning, contracting and performance improvement.

You will ensure new and emerging service models and national and international best practice are evaluated and integrated into our strategies, commissioning plans and improvement programmes.

You will represent the ICB at local / national / public meetings / events as required, acting independently, decisively, and effectively in sensitive, difficult, or political situations which may require delivering difficult messages and contentious information.

You will contribute to the development of an organisational culture conducive to the consistent commissioning and delivery of high-quality care and specifically work with the clinical Executive Directors so that the patient and user experience agenda is optimally reflected in how services are planned for and commissioned, with the aim of consistently exceeding our patients (and their families) expectations of care.

You will be responsible in leading the delivery of carbon new zero targets for your area.
