Data Quality Manager

Job summary

The role is based in Calderdale, managing the shared Data Quality team working across Calderdale, Kirklees and Wakefield, you will be expected to work collaboratively with other DQ teams in the ICB.

You will:

Be responsible to the Head of Digital for improving Data Quality in Primary Care and have a degree of autonomy in how you carry out the role. The ICS appointment of a CDIO will be a significant change in leadership and offers an exciting opportunity to embed digital further across the ICS.

Have a high level of understanding of Primary Care clinical systems, SNOMED coding and reporting.

Lead a team to support and improve Data Quality. Embedding and supporting DQ awareness and skills across all primary care staff, indirectly contributing to improving patient care.

As a subject matter expert, work closely with ICB teams, particularly Primary Care Commissioners and Business Intelligence on all aspects of primary care data.

Use the highest level of communication and interpersonal skills to present and receive highly complex and sensitive information to a wide range of stakeholders.

Manage a well-established, highly skilled team of Data Quality Specialists.

Main duties of the job

You will manage a team of four Data Quality Specialists plus admin support officer, providing full line manager support. Ensuring that all data quality work requests are acted upon in a timely manner. You will also be a part of the wider Digital Information Management team.

As the Data Quality manager, you will have the opportunity to design, implement and execute innovative data quality strategies that directly impact the quality of care delivered by Primary Care across Calderdale, Kirklees and Wakefield. Improving Population Health and reducing inequalities. You will also work collaboratively with Data Quality Managers from Leeds and Bradford to ensure that where appropriate these strategies are shared across the whole West Yorkshire ICB.

Primary Care Data Quality touches all parts of the ICB and so you will forge excellent working relationships with Primary Care Commissioning and Transformation colleagues, as well as Business Intelligence, Contracting and Programme Managers. Attending stakeholder meetings and providing specialist data quality advice and guidance to all areas. You will deal with and interpret complex and highly sensitive data and be required to build and develop advanced data reports to support these wider teams.

West Yorkshire Data Quality managers already work very closely together to align and streamline our Data Quality offer, you will be able to shape this continued development once our new CDIO is in place.

Job responsibilities

You will

Work closely with colleagues in data quality, digital and business intelligence primarily across the three places of Calderdale, Kirklees and Wakefield.

Collaborate with teams across the WY ICB to identify and develop areas of common practice to enable better use of resources.

Support and contribute to the development of NHS West Yorkshire Integrated Care Board (ICB) clinical information and digital strategies, leading those elements relating to primary care data quality.

Have a detailed understanding and knowledge of Primary Care Clinical systems, SystmOne and EMIS web, have considerable experience in developing complex templates and detailed reporting.

Manage the Data Quality Team in developing and improving quality, consistency, and assurance in relation to primary care records.

Ensure the implementation of consistent approaches to data recording including the use of templates and structured data sets locally and where possible across the ICB.

Demonstrate your capability to provide specialist training, advice and support to both team members, general practice staff and ICB commissioners in relation to Primary Care data and systems.

Through your substantial experience and technical knowledge, develop good relationships with all stakeholders, ensuring you are widely recognised as a subject matter expert.

Maintain and develop regular communications to practice staff, contribute to and lead for DQ in regular user groups and presentations locally and across WY.

Communicate highly complex clinical and sensitive information to multi-disciplinary professional and managerial team members across the ICB, practices and other providers.

Whilst you will not be an Information Governance expert, you will understand the IG environment and the impact on sharing primary care data for both direct care and secondary uses.

You will be able to drive and have access to own transport to enable you to visit practices across the ICB.

Experience

Essential
  • Prior experience of working within DQ function.
  • Experience of leading and managing staff
  • Experience of communicating and engaging effectively with external agencies/stakeholder
  • Experience of using performance management/improvement systems
Desirable
  • Experience of Primary Care Clinical systems

Qualifications

Essential
  • Educated to masters degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area supported by a professional developme
Desirable
  • IM&T qualification or equivalent specialist knowledge
  • Project Management Qualification or relevant experience
