Job summary

An exciting opportunity has arisen for a Strategic Estates Lead to join the Estates Department at NW London ICB. The successful candidate will play a crucial role in supporting with the delivery of a number of complex estates projects across Primary Care and NHS Property Company estate. This includes the development of integrated, multi-service hubs, conversion of vacant space for clinical and consulting use, facilitating complex HQ estate rationalisation activity, executing estate handbacks with NHS property companies, and facilitating dilapidations and decant activity. In so doing the post holder will be responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate.

The postholders role is critical in working with Borough/Trust Leads and the Programme Manager to respond to Infrastructure Delivery Plans and s106/Community Infrastructure Levy bids, helping to inform and articulate NHS needs and secure additional external funding or suitable healthcare facilities.

Main duties of the job

The postholder will act as an Estates SME, with a good understanding of lease management and RIBA requirements and methodologies, particularly around capital project development, delivery and procurement. In so doing the postholder will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

Job responsibilities

The postholder will be required to communicate and provide highly complex information to a wide range of internal and external stakeholders. This includes presenting highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting; commit to working and engaging constructively with internal and external stakeholders on a range of contentious issues; assisting with FOI requests; supporting collaborative working across NWL organisations in London and between ICBs, NHS England and local healthcare providers.

The key responsibilities are listed below:

Operational

Support procurement of scoping work on health services and resilience and translate outcomesinto plans, particularly in line with agreed estate strategy.

Act as a senior work stream lead working internally with Borough Leads to deliver projects, initiatives and services to time and in a cost effective way.

To support the identification and sharing of best practice in employee engagement, particularlyaround the roll out of Primary Care Hub projects in accordance with the Estate Strategy.

To operate in a highly political and sensitive environment.

Support the portfolio of programmes in demonstrating value for money for the current spendthrough tracking, managing and delivering agreed benefits, reporting on same to the SeniorProgramme Manager.

Support Borough and Trust leads with coordinating responses to local authorities onInfrastructure Delivery Plans (IDPs) and developing planning applications.

Financial and Physical Resources

Responsible for matching the available budget for each project to the appropriate resources andfor ensuring that the budget breaks even or shows savings. Co-ordinate the budget, monitoring expenditure against target areas, maintaining budget registers. This includes profiling of any dedicated s106/CIL funding.

Responsible for supporting the commissioning of projects and procurement of services tosupport project delivery in accordance with the Estate Strategy.

Provide financial reports to Directors and the Board as required.

Provide advice and prepare strategic reports and briefings for Directors and otherinternal/external stakeholders.

Provide in-depth analysis and production of complex and multiple reports, including any financialreturns.

Act in a way that is compliant with Standing Orders and Standing Financial Instructions in thedischarge of this responsibility.

Constantly strive for value for money and great efficiency in the use of these budgets to ensure that they operate in recurrent financial balance year on year.

Staff Management

Responsible for the line management of the following roles - Estates Project Managers,Line management responsibilities may extend out on occasion to cover temporary or agency staff based on operational requirements and allocated projects.

Responsible for the day to day range of staff management matters as applicable, which willinclude responsibility for supporting appraisals, development of staff, recruitment and where necessary processes all HR matters such as grievance and disciplinary in conjuction with the ICBs policies and procedures

Responsible for co-designing and delivering professional development plans for any directreports.

Responsible for feeding into the Programme Managers annual training and development planson behalf of any direct reports, ensuring regular upskilling of the Estates department.

Responsible for an individuals development on the job and job performance management. Workin conjunction with line managers and other job managers to assess and manage confidential information about an individuals performance and capability development for staff members who are engaged on the Estate Strategy enabling projects programme.

Information Management

Develop the acquisition, organisation, provision and use of knowledge and information inaccordance with the systems in use by the Estates Department. This includes capturing lessons learned from projects and the BAU initiatives, feeding these into the overall Estates governance model.

Proactively managing and maintaining a live projects risks, dependencies and issue register toensure projects remain on track, mitigations are appropriately put in place and escalations are appropriately made via the Estates Programme Manager, Associate Director of Estates and ICB EPPR team, where applicable. Reports for the Associate Director of Estates and Senior Programme Manager.

Collate as required, qualitative and quantitative information and lead appropriate analysis todevelop robust business cases and contribute to project products such as revised programs of work, appointment of consultants, leading on scheduled meetings, preparing risk registers, managing change requests.

Analyse, interpret and present data to highlight issues, risks and support decision making on thedelivery of the Estate Strategy.

Research and Development

Plan, develop and evaluate methods and processes for gathering, analysing, interpreting andpresenting data and information pertaining to the delivery of the Estate Strategy.

Deliver projects to comply with key performance indicators as set by the ICB and NHSE.

Co-ordinate Research & Development initiatives, delegating as appropriate in support of bestpractice and continuous improvement for the Department.

Planning and Organisation

Ensure projects and initiatives are delivered on time, to quality standards and in a cost effectivemanner, adjusting plans as required.

Regularly reporting into the Associate Director of Estates and Strategic Estates Lead as required on project deliveryprogress and risks, to ensure the effective coordination and delivery of the overarching Estates Programme.

Determine the strategic planning of Department projects with the Programme Manager (with sustainability) to support the delivery of the Estate strategy, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary particularly with reference to working with Borough and Place-based partnerships.

Determine the development of performance and governance strategies and the developmentand implementation of improvement programmes, in accordance with organisation and Collaboration priorities.

Determine short, medium and long term business plans, achieving quality outcomes.

Policy and Service Development

To carry responsibility for developing policy and procedure in the area the job holder is currently working on at a point in time, including briefings, commissioning, business or resources., particularly with respect to ongoing delivery of the Estate Strategy.

Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLAs) which may impact within Department or Directorate.
