Job summary

An exciting opportunity has arisen for a Programme Manager to plan and deliver various complex projects and programmes supporting the NCA Digital Strategy.

This programme of work will compromise a highly complex transformation, promoting standardisation at scale across the NCA. Working alongside the senior leader across the NCA in delivering transformation and change.

A key purpose of this post is to lead, coordinate and manage operational project teams across a portfolio of programmes to support new ways of working, drive innovative ideas and support in the delivery of transformational projects and programmes. The Digital Programme Manager will be key in ensuring those with specific responsibilities are held accountable for project areas' time, expected outcomes and financial constraints.

Main duties of the job

The postholder will support the delivery of the Infrastructure Remediation Programme. The Digital Infrastructure Programme is the foundational scheme that enables the future NCA EPR(s). This Programme Manager role is critical to the successful completion of our Infrastructure Remediation programme, ensuring that all projects are delivered within time, scope and budget, as part of EPR Readiness.

Responsibilities will include the day-to-day management of the respective programmes and projects that they are assigned to, maintaining all documentation, coordinating a series of projects, and tracking progress, benefits and risks. A key requirement will be the production of regular programme reports with a strategic narrative appropriate for executive and board-level audiences inside and outside the NCA group. This remit will include business case development and input into ad hoc pieces of work, provide a key point of contact with the NCA Communications Team and oversee the Digital service online presence.

The post holder will be expected to demonstrate a methodical and structured approach, extensive programme management skills and the ability to communicate with staff at all levels in the organisation both internal and external.

Person Specification

Qualifications

Essential
  • Educated to a masters level or equivalent level of experience working at a senior level in programme/project management
  • Evidence of post-graduate qualifications or training, e.g. PRINCE 2 Practitioner etc
  • NHS specialist project management experience or equivalent
  • Relevant management qualification or equivalent knowledge, skills and experience.
  • Evidence of ongoing Professional Development.
Desirable
  • Programme management qualification such as PRINCE2 Managing Successful Projects
  • Business Change/Quality Improvement qualification such as Effective Change Management.

Knowledge

Essential
  • Project/Programme management of medium to large projects with successful outcomes
  • Good knowledge of NHS strategy, policy, and guidance, along with associated policy.

Skills

Essential
  • Understanding the rigor required to define and maintain standards and processes related to successfully managing projects/programmes.
  • Ability to analyse and interpret complex data and present findings in an accessible way to key stakeholders.
  • Excellent interpersonal and communication skills; able to engage and gain support to resolve issues and to influence and motivate others.

Experience

Essential
  • Experience in developing and implementing strategy, policy, and change or innovation projects in specialist areas
  • Experience of partnership working and the ability to develop sustainable relationships with key bodies and individuals.
  • Experience engaging effectively with multiple stakeholders and working strategically to engage senior people within and out of the organisation to deliver strategic goals.
  • Experience of formal document management including business case development
  • Previous experience of working at a senior level within an organisation with complex governance and hierarchal structures
Desirable
  • NHS management experience at a senior level
  • Experience facilitating formal boards/committees
  • Experience of co-ordinating a communication strategy including use of social media
