Applications are invited for the post of a Senior Project Manager to join the Electronic Patient Record Programme Team within Cornwall IT Services.

Main duties of the job

The Senior Project Manager will report to the Senior Programme Manager and work within the EPR programme, managing and overseeing various workstreams, managing a number of project staff and supporting the operational teams.

Projects are undertaken in a structured manner in accordance with CITS Project Management procedures and PRINCE 2 and cover a wide range of disciplines.

As a Senior Project Manager you will be responsible for developing, delivering and leading a number of projects, within the programme, that enable the development and implementation of the EPR.

You will be motivated, flexible and will enjoy working in a fast-paced and challenging environment. It is essential that you are a team player and have excellent interpersonal and communications skills.

Job responsibilities

Project Delivery

Initiate projects, as directed by the EPR Senior Programme Manager, and assess them for feasibility.

Identify, analyse and document the project requirements

Manage a number of concurrent projects, as assigned by the Programme Manager, in a variety of customer areas and across different disciplines, ensuring effective and regular communication at all levels with all interested parties

Co-ordinate and manage internal and external parties to ensure their effective involvement in change management, according to the policies of the customer organisations , project delivery and ongoing service

Ensure that quality standards are maintained throughout, such that each project deliverable is fit for purpose and meets its documented requirement

Define project risk parameters and escalate to Programme Manager where necessary, instigating contingency plans where appropriate

Create, direct and motivate representative project teams, schedule and monitor their work

Identify, in conjunction with customers, the benefits to be realised by meeting the project requirements, and the key success factors to be used to measure the project

Present project aims and objectives to suppliers, staff, patients and/or support groups, engendering enthusiasm and commitment

Work with appropriate CITS operational teams to ensure a smooth handover of the project to the support departments of CITS

Project Control

Develop and implement procedures and guidelines supporting the policies and strategies, around new services and changes to existing services

Develop and present business case(s) and where required, financial project summaries to Programme Manager, Project Boards and/or Management Teams

Manage all changes in project scope to ensure that the project remains deliverable within the estimated effort and time parameters, or to get customer and Programme agreement to extend

Undertake and document post implementation reviews of projects to ensure that process improvement can benefit from the experiences of each project delivery

Arrange, chair /participate in and document structured project meetings

Complete all mandatory departmental and national documentation within specified timescales

Assist the customers in the measurement of benefits realisation once the project has been satisfactorily implemented

Financial and Contractual

Negotiate and manage project budgets

Negotiate favourable contractual terms and pricing with suppliers; using national contract frameworks where appropriate

Co-ordinate, monitor and measure suppliers to ensure the contracted products/services are developed and delivered as planned

General

Support customers, who might be working in very stressful circumstances, in an efficient and empathetic way, in the use of new systems

Represent Cornwall Information & Technology Service at local, regional and national meetings

Keep up to date with new developments within the IT arena in order to maintain currency of subject matter expertise and provide the latest solutions to customers

Staff Management and Development

Line manage up to 5 project managers/staff. This will include handling career development, appraisals, personnel issues, the planning, allocation and reviewing of work together with the identification of training needs

Chair or participate in Recruitment & Selection panels for the department

Deputise for the EPR Senior Programme Manager to cover absences when required

Person Specification

Knowledge & Skills

Essential
  • Degree level of education or the proven equivalent relevant experience and education, IT experience and staff / team management.
  • Proven successful structured project management skills and experience in a leadership position.
  • Hold a specialist IM&T / business management qualification, formal project management qualification.
  • Demonstrable capability of delivering major projects on time, to an agreed quality and budget.
  • Excellent negotiating and diplomacy skills, coupled with the ability to remain objective when dealing with complex and sometimes contentious issues.
  • Proven ability to work to critical deadlines when under pressure and effectively prioritise workload.
Desirable
  • Qualification in: Managing Successful Programmes (MSP) / Change Management / LEAN / AGILE / ITIL

Experience

Essential
  • Proven experience in supplier management and contract negotiation, gained in a senior role.
  • Demonstrable experience in a senior management role in a complex, customer focused organisation.
  • Experience of service change management / business transformation.
  • Proven experience in organising and prioritising multiple tasks and workloads and meeting deadlines.
  • Staff / Team management and development.
Desirable
  • Previous NHS experience
