Programme Manager

Fantastic interim opportunity to join a leading organisation in Birmingham as a Programme Manager on an outside IR35 basis paying £700pd. You will be required to do 2 days a week on site. You will be hands on with a focus on Target Operating Models, Process Management / Process reengineering.

The Programme manager will be responsible for the delivery of the Operations Improvement Programme, which will design a new Target Operating Model for operations, to support the development and embedding of operational excellence, putting operators at the heart of our service.

This includes redesigning operational processes, implementing new technologies and managing the required people change. Your role will closely align with the technology change element of the programme, with the aim of streamlining work processes to make them fit for purpose for new technology.

This role requires multi layered planning, design and delivery of the programme, maintaining stakeholder engagement, robust risk and dependency management, and ensuring that effective communications and change management underpin the whole programme.

Key Responsibilities

Programme Management

- Work with the Programme Director to design and deliver the programme.
- Ensure all programme outputs and objectives are clearly defined in plans and delivered to time, cost and quality.
- Responsible for the development and maintenance programme documentation., including programme brief and plans.
- Develop the benefits realisation strategy and plan.
- Develop and implement robust programme to support effective stakeholder engagement.
- Develop and baseline plans and manage any plan changes in line with change management procedures.
- Lead and coach programme team, ensuring embedding of PMO systems and processes, so that they are fit for purpose.
- Identify and manage risks and issues, working closely with the PMO and central risk team.
- Manage resource requirements with the senior colleagues and budget holders.
- Support the wider team with learning and development to embed good delivery and practice.
- Identify and managing a wide range of internal and external stakeholders.
- Lead and coordinate effective programme governance.

Personal Specification

Essential:
- Demonstrable experience and success in designing and delivering Target Operating Model, operational excellence and lean process redesign programmes.
- Proactive and credible leadership of complex projects in a dynamic and fast-paced environment.
- Delivering requirements at pace and across multiple teams.
- Direct experience of working in or with a PMO.
- Implementing robust change management, to derive desired benefits realisation.
- Strong programme management experience underpinned by deep knowledge of methodologies e.g. MSP.
- Leading teams through the full programme lifecycle (define, discovery, design, build and implementation stages).
- Benefits management & realisation.
- Expert in planning, dependencies and resource planning.
- Proficient in risk and issue management and developing the coordination of an integrated assurance plan.
- Strong stakeholder management and engagement at all levels, internal and external, technical and non-technical, including senior stakeholders.
- Excellent written and verbal communication skills that is clear and concise.
- Strong analytical and problem-solving skills in ambiguity.
- Understand the need to collaborate across multiple teams and projects.

Desirable:
- Experience in managing complex programmes within a public sector.
- Six sigma methodology.
