Lead Network Services Manager

Job summary

This role offers an exciting opportunity to shape and improve the delivery of IT Network Infrastructure services within SWL Primary Care along with Corporate stakeholders. TheLead Network Services Manager will be responsible for managing day to day network services, ensuring key targets are met within budget, and leading the team responsible for maintaining and developing the network infrastructure. The role involves developing strong working relationships with senior managers in the ICT team and third-party suppliers, ensuring effective and smooth operation within contracted SLAs and KPI metrics. The postholder will participate in the out-of-hours on-call rota for the ICB network infrastructure and the customers it serves.

Main duties of the job

The post holder will undertake the following duties and responsibilities:

Key Responsibilities:

  • Leadership & Management:
    • Lead and manage the team responsible for network infrastructure throughout the service delivery lifecycle.
    • Ensure delivery of key targets within available budgeted resources.
    • Develop and maintain key working relationships with senior managers and third-party suppliers.
  • ICT Service Delivery:
    • Ensure ICT Infrastructure service operates effectively within contracted SLAs and KPI metrics.
  • Policy Development & Implementation:
    • Develop and implement policies and procedures impacting the entire organisation.
  • Communication & Relationship Management:
    • Ensure knowledge is created, managed, and shared within the team.
  • Strategic Planning & Service Improvement:
    • Contribute to strategic and annual business planning for ICT services.

  • Accountable for all network infrastructure
  • Experience of designing or implementing enterprise scale LANs, WANs and WLANs
  • Knowledge and Experience of Cisco InfrastructureExperience of designing, implementing or managing enterprise scale telephony systems, including VoIP, IPT and Unified Messaging.
  • A clear understanding and appreciation of the processes supporting clinical care and the approaches required to design and implement supporting infrastructure.
  • Provide network design and support expertise as the service lead and SME
  • Diagnose complex ICT problems in dynamically changing ICT
  • Making technical decisions in a fast-paced environment
  • Ensure that all Infrastructure policies and governance frameworks are communicated to staff and is consistently applied.

Person Specification

Education / Qualifications

Essential
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Cisco Routing and Switching Certification (CCNP+)
  • Cisco Security Certification (CCNP+)
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • Evidence of continued professional development
  • Member of relevant professional body

Knowledge and Experience

Essential
  • Complex Configuration, administration, planning, design, implementation, and management of Network Infrastructure & Security IE: Routers, Firewalls (inc IPS, IDS), Switches, Wi-Fi, ISE, WAN Accelerations, Remote Access solutions, Licensing.
  • Significant experience in operational support and expertise in a Cisco Enterprise environment and management of its infrastructure
  • Complex Configuration, administration, planning, design, implementation, and management of Network Infrastructure & Security IE: Routers, Firewalls (inc IPS, IDS), Switches, Wi-Fi, ISE, WAN Accelerations, Remote Access solutions, Licensing. An in depth understanding of a range of security authentication and encryption methods
  • Significant experience of successfully operating in a politically sensitive environment
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
  • Experience of setting up and implementing internal processes and procedures.
  • Experience of managing and motivating a team and reviewing performance of the individuals.
  • Demonstrated experience in a Healthcare environment

Essential
  • Problem solving skills and ability to respond to sudden unexpected demands
  • Ability to analyse complex issues where material is conflicting and drawn from multiple sources;
  • Intermediate (or advanced) Keyboard skill - ability to use Microsoft Office package at intermediate (or advanced) level.
  • Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
  • Ability to prepare and produce concise communications for dissemination to a broad range of stakeholders as required;
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly;
  • Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
  • Numerate and able to understand complex financial issues combined with deep analytical skills;
