Job summary

The key purpose of this role is to lead on the strategic development of all workforce related matters at UCLPartners and to undertake the operational management of the human resources function. The Director of People will lead and provide strategic direction on all workforce related matters, in collaboration with the Executive Leadership Team, to ensure the provision of effective HR services at UCLPartners. The postholder will identify a continuous improvement agenda with a focus on engagement and welfare activities, maximising productivity, and devolving HR responsibilities to line managers. The postholder will also identify, investigate and advise on highly complex, contentious and sensitive strategic HR issues, providing advice and guidance to all levels within the organisation up to and including the Executive Leadership Team.

Main duties of the job

The Director of People will ensure that inclusive, up to date and focused workforce and HR practices are in place to provide the very best support to management and to enable the delivery of high quality work, whilst ensuring that legal and statutory requirements are met and that resources are used effectively. Reporting to the Chief of Staff, the role will provide line management and leadership for HR professionals within the team, ensuring the development of a high-performing team that delivers outstanding strategic and corporate people and human resources services.

Job description

Job responsibilities

  • Lead and partner with the business to deliver HR initiatives and actively participate in the core strategic planning and capability building for the organisation and their client groups, specifically:
  1. Business planning
  2. Organisational Design
  3. Workforce Planning
  4. Strategic Resourcing
  5. Capability Management
  6. Change Management
  7. Employee Engagement
  8. Employee Relations

  • Lead the Human Resources function including the management and development of the People Business Partner
  • Lead on workforce initiatives which result in demonstrable organisation wide improvements e.g. organisational and people capability including change
  • Longer term resource planning and talent management (recruitment and retention), career development and organisation culture and inclusivity.
  • Lead and advise on the people implications of organisational change
  • Lead UCLPs employee relations including undertaking and overseeing the full spectrum of employee relation components, including highly complex and high contentious, senior level issues.
  • Ensure workforce initiatives are socialised across the organisation and robust strategies are implemented to engage with UCLPs staff.
  • Develop an Equality, Diversity and Inclusion (EDI) framework to deliver UCLPs EDI workstream.

  • Lead on the delivery of the organisation wide staff survey action plan.
  • Undertake research and development in relation to roles, including horizon scanning for upcoming good practice, benchmarking with other organisations and industries to add value to our internal services, triangulation of data to provide meaningful analysis of organisational trends.
  • Management of external providers including setting and agreeing standards to assess performance of the contract and for holding the provider to account.
  • Lead and oversee the effective budget and resource management within the HR function.
  • Review, develop and ensure delivery of organisation-wide workforce performance targets, preparing and presenting reports to the Executive Leadership team.
  • Undertake an analysis of the workforce to identify areas of improvement which will positively impact the workforce and put in place appropriate strategies to address identified needs.
  • Develop and implement initiatives to attract, recruit and retain staff, collaborating with the wider workforce, as needed, to develop solutions to bridge gaps in workforce supply, capacity (recruitment and retention) and demand.
  • Lead interdependencies between other work streams and programmes associated with the organisation.
  • Provide expert strategic and operational advice on all workforce related matters.
  • Develop operational workforce plans, in collaboration with management and teams, which are realistic, achievable, sustainable, and aligned to UCLPs business plans.
  • Produce and present high quality, board workforce reports to the required annual reporting schedule e.g., Executive Leadership Team (ELT) meetings and RemCom
  • Oversee the ongoing review of UCLPs HR policies, processes, and advisory mechanisms (within delegated accountabilities) to support improvement of UCLPs workforce performance indicators.
  • Lead and support UCLP to adopt succession planning and talent management as a part of its wider workforce planning initiative. Identify areas of best practice and embed widely throughout the organisation.
  • Lead, guide, and inspire leaders across UCLP to develop and deliver improvement initiatives within their teams designed to sustain transformational change and embed continuous improvement.
  • Lead UCLPs workforce governance portfolio including Internal audits, Freedom of Information, Subject Access and Individuals Rights Requests, Records Management, statutory requirements, and all Information Governance / Data Protection matters.
  • In collaboration with the Director of Communications and Engagement oversee the day-to-day management of the IT contract. Escalate areas of particular concern to the Chief of Staff, as needed.
  • Manage, develop and motivate the Estates & Facilities Co-ordinator to ensure effective management of the estates and facilities.

Person Specification

Experience

Essential
  • Experience of leading, motivating and developing a People team.
  • Experience of implementing change, innovation or transformation initiatives/projects
  • Demonstrable success in building, leading, motivating and developing multi-disciplinary teams and as a highly effective people manager
  • Experience providing and receiving, and/or presenting highly complex, highly sensitive or highly contentious information
  • Experience formulating long-term, strategic plans.
  • Collaborative leadership style with experience in co-designed programmes of work.
  • Ability to work flexibly and across different teams and disciplines
  • Ability to identify, contract and manage sub-contractors and freelancers to deliver organisational objectives.
  • Ability to communicate complex and challenging information to stakeholders in science and healthcare and more widely across academia, the NHS and government, with strong negotiation skills.
  • Ability to collaborate with and influence a wide range of individuals, groups and teams within the organisation
  • A higher academic/masters degree or equivalent experience
  • Personal credibility within the healthcare and academic communities.
  • A strong commitment to equity, and diverse and inclusive teams and principles
  • Understanding of the role and remit of the NHS; awareness of relevant NHS policy; and understanding of the importance of both clinical and research governance in clinical service delivery.
