Job summary

The post holder will be joining our Performance & Informatics (P&I) department who are well respected and the largest of our corporate services. The P&I portfolio encompasses Business Intelligence & Informatics, Corporate Performance, Information Systems Development, Clinical Coding, Data Quality, Patient Access, Cancer Services and Analytical Development.

P&I work cross functionally to support the Trusts operational delivery of both national and internal targets which ensures the highest standards of patient care are delivered. A robust Performance Management Framework is embedded across UHCW that tracks and evaluates progress and supports both operational and clinical governance frameworks.

New opportunities at a national level are being developed by P&I in areas of health inequality, waiting list management and system working. Most notably working innovatively to develop the 'Health Equity and the Right to Treatment' (HEARTT) tool which culminated in being awarded the 'Innovation and Improvement in Reducing Healthcare Inequalities Award 2022' and being recognised with the 'Best Healthcare Analytics Award 2024' for the collaborative work alongside IBM and Celonis regarding Outpatient Optimisation and Patient Engagement at the prestigious Health Service Journal Awards.

Main duties of the job

Alongside the Head of Analytical Development, you will be responsible for delivering high quality and effective analytical support to the wider organisation. This will include scheduled reports at agreed intervals, highlighting areas of improvement as well as challenge, making recommendations for improvements and supporting transformational projects.

The post holder is required to consider a wide range of factors and propose solutions which allow the organisation to have confidence in its use of data and information. Consistently demonstrating professional and structured approach the post holder will lead and develop a team to support the Trust extract greater value from its data resources and develop its business.

The post holder will have strong leadership and management skills to build and maintain a World Class analytics service, utilising the best available technology and attracting and developing the best available talent.

Data is one of the most important assets of any organisation and this is especially true within UHCW. Job responsibilities

Provide overall strategic management and be responsible for the development of the data warehouse and development of analytical infrastructure and capability.

Oversee systems support ensuring the continuous maintenance and smooth-running of databases to support Trust clinical and non-clinical applications, including database security, test and live environments, adherence with backup recovery strategies and monitoring, and optimisation of database performance.

Ensure database maintenance including effective co-ordination and communication with a range of organisations and individuals.

Build relationships with service users/clients and develop service improvement plans based on user discussion and SLAs.

To lead on current and future Trust reporting needs utilising the technology available locally and technological advances.

Act as the primary contact for service users throughout the Trust and to be the named Senior Manager for one or more clinical or corporate divisions ensuring a coordinated approach to delivery.

Regularly evaluate the level of support provided by the team and continuously refine our approach to meet individual needs of each care group/directorate within the structure of the wider informatics and business intelligence strategy.

Ensure business continuity and resilience in support of groups/directorates.

To ensure that the Trust uses sophisticated analysis techniques and performance management to monitor and report on progress against targets and identify where improvements can be achieved ensuring effective and efficient delivery of services can take place.

Lead on the research, development and management of technologies and innovations to best facilitate greater utilisation of Trust information by all end users and demonstrating the benefits of new hardware and software technologies to support the operational, business and management aspects of the Trust.

Maintain and develop dynamic activity, demand and capacity models that allow identification of service needs (short and long term), exploring multiple scenarios with clear activity and associated capacity/workforce outputs.

Support and promote continuous evaluation of existing services and develop alternatives that offer greater benefits through effective collaboration.

Promote analysis of need, and an ongoing search for appropriate responses that are innovative in their design and implementation.

Establish excellent relationships with clinical staff, leaders and external stakeholders, promoting joint working with health economy partners and other agencies.

To work with all members of the wider P&I team and other teams responsible for Performance to ensure that all areas of Performance are monitored effectively and consistently.

To deliver training and engagement exercises with a wide range of staff to identify need and support users in making best use of BI.

Effectively present performance insights to a wide range of staffing as required.

Develop constructive working relationships with group/directorate management and clinical teams to ensure that a performance focused culture through assurance of safety, quality, and effectiveness.

To clearly articulate and translate the methodology and output of the departments work.

Make and support others in making highly complex business judgements involving facts or situations that require the analysis, interpretation, and comparison of a range of options (for example as part of development of business cases).

Exercise sound judgment in the analysis of complex issues, providing realistic options for improvement.

Support and inform the targeting of resources, monitoring, implementation, and evaluation of specific tasks/projects by undertaking complex and detailed information analysis, communications, and stakeholder management.

Lead, monitor, mentor, coach and support the informatics and business intelligence teams through appraisal, regular supervision, identifying training needs and sharing knowledge and experience to help develop the competency of others and encouraging and developing teamwork.

Take a lead role in interpreting guidance in areas of key responsibility and implement key policy/guidance initiatives.

Undertake any internal or external training courses required by the role, as well as mandatory training in line with UHCW policy.

Be aware of, and abide by, Trust policies across the whole business.

Alongside the Head of Analytical Development, lead the team to actively support all aspects of the organisations performance agenda with appropriate consideration to national and local pressures and the Trusts strategic direction.

The post holder will be responsible for the architectural design, development and management of a data warehouse environment and applications used for analytics and reporting.

In-depth knowledge of IT application development and database analysis.

To embed an innovative team ethos working closely with the wider P&I leads, heads of service and deputy heads of service to make the best use of technical solutions available to meet user needs.

To be a key resource for the support of service transformation ensuring a robust evidence base is captured to allow ongoing evaluation.

To provide expert support for Commercial Business Development opportunities including business case development and business planning.

To embed robust quality assurance processes to ensure performance data is robust and explanations for variances are understood and noted before publication.

Promote techniques and approaches to help services identify variance of significance.

Understand the strategic direction of the Trust in order to support effective planning and performance delivery.

Work with leaders and staff in groups/directorates to raise the profile of performance delivery and ensure wide communication of performance issues. Consequently, advanced communication and documentation skills and a highly developed command of the English language are required.

Ensure effective support for operational directorates within the Trusts Performance Management Framework including the production of papers and attendance.

Promote awareness of national and local targets and ensure a consistent approach within the organisation.

Develop a thorough understanding of operational process, ensuring measures applied are an accurate reflection of good patient care in line with the trusts values and objectives.

To establish relevant communication with all levels of service management to enable collection of robust data, and to ensure compliance with statutory requirements.

To effectively challenge gaps in policies, processes, and data quality with supporting plans of how to address.

Lead on and be responsible for the development and delivery of reporting mechanisms to support the Trusts Senior Management, Service Managers and Clinical Leads and to report to the Trust and external stakeholders.

Develop strategic approaches to the reporting of variances in performance, ensuring appropriate action is taken to support improvements and minimise risks of not achieving targets.

Make recommendations and support audits as identified through performance management processes.

To ensure that performance data is available by agreed deadlines and has been through a strict quality assurance programme.

Maintain own personal and continuing professional development through active participation in annual appraisals, monthly supervision, one to ones, training, reflection, mentorship, coaching, professional organisations, and personal networks. Identify own development needs and set own personal and professional development objectives in discussion with ones Line Manager/reviewer.
