Job summary

Whittington Health are seeking to appoint an outstanding leader to take on the role of Chief Information Officer. This person will lead us throughthe next stage of our digital journey. We have an exciting digital vision that the post holder will take on and develop further for the next three years. During that time, the CIO will also lead on the business case, procurement and implementation of a new EPR that needs to be in place in four years' time.On a day-to-day basis the post holder will lead our digital and information transformation across the Trust, optimising the full use of digital healthservices as part of the Trust vision of helping local people to live longer, healthier lives and enabling delivery of our clinical strategy. They will helpdrive innovation particularly for our strategic focus on integrated care.We are looking for someone who is an inspiring leader of teams, great at engaging with clinicians, operational, and technical people alike, andsomeone who can influence and collaborate on a system scale also.

Job PurposeThis role will lead our digital and information transformation across our organisation and support the use of digital health services as part ofachieving the vision of helping local people live longer, healthier lives, delivering our agreed digital strategy, and enabling delivery of our clinicalstrategy. This will be through supporting our workforce with the capabilities required to use digital as well as drive innovation in the use of digitalhealth services with those who we provide care and treatment to. The role will include leading the process of deciding on, procuring, andimplementing a new Electronic Patient Record in three years time.Job SummaryReporting to the Director of Strategy & Corporate Affaires the postholder will be required to: Work with CCIO & CNIO in implementating the Trusts Digital Strategy to support delivery of the Clinical Strategy Lead business case, procurement, and implementation of a new EPR Provide professional leadership for Information Management & Technology (IM&T) services to enable the Trust to deliver safe, highquality care and to improve productivity Develop and manage the programmes of work to implement the objectives set out in the Digital Strategy Engage across the corporate and clinical leadership teams to understand the organisational requirements and deliver innovativesolutions to meet their needs Inspire the IM&T function to deliver a first class service and promote a pro-active, customer-focused culture Develop mutually beneficial relationships with partner organisations across the local health economy Manage all external commercial relationships with IM&T systems/service providers Work effectively as a team leading with the CCNIO, CCIO and Director of Strategy, to deliver change Recognise and proactively review opportunities for IM&T to support process change and improvement arising from changes in nationalpolicy , clinical practive and other significant business developments across community and acute services. Help drive innovation across the organization particularly when it relates to digital initiatives.Key Responsibilities3.0 Statutory and Corporate ResponsibilitiesThe postholder will take particular responsibility for: The strategic oversight and delivery of our Digital Strategy working with the CCIO & CNIO Enabling the adoption and use of digital technology across our clinical and support services; Establishing the Trust as a leader in the field of digital health services for the benefit of our patients, carers and staff; Integrating IT systems across the Trust to ensure the user experience is positive and we maximise clinical activity i.e. reducebureaucracy for staff; Ensuring the effective delivery of secure, effective and efficient IT services; Delivery of a first class clinical care intelligence that is outcomes based and able to drive quality improvement and measure productivityand effectiveness; Drive forward system optimisation and integration to enhance user experience and improve productivity; Enable clinical leadership and support in the design and delivery of systems Enabling the Trust to have a data-driven improvement culture where teams can use the best analytics to accelerate best practice andadoption by using data to create quality information. This will mean information drives decisions and we enable clinicians and teams tofocus on outcomes Collaborate with other Digital and IT leaders across the health and care system to ensure mental health and learning disability servicesare able to integrate with physical health care. Promoting the use of IM&T and the adoption of digital working to optimise operational efficiency to deliver cost reductionInterviewer information pack4.0 Leadership Responsible for ensuring that our Digital Strategy is well led and governed effectively with regular reports to Trust Board and TrustManagement group. Be a transformational leader one who can drive a step change in our approach to digital healthcare. Drive the adoption and integration of digital as a core aspect of our service offering. This includes ensuring our workforce is digitallycompetent and systems are designed to support clinical and cost effective delivery of health and care services. Ensure our systems (corporate and clinical) function effectively within the available resource. To provide effective leadership and support to the teams responsible for delivery within the remit of the Directors portfolio. Working together with the ICUS Operational and Clinical Directos to play a key role in the development of business cases todemonstrate cost benefit for implementing new digital systems / projects to deliver the strategy. Lead on establishing the Trust as a leader in the field of digital healthcare for integrated care and position us to benefit from nationalresources available to further our work. Identifying innovative solutions for the future to support clinical care, operational management, and accountability Influence, support, and collaborate with system partners to ensure best outcomes for staff and patients in NCL and promotecollaborative working, whilst influencing for the benefit of Whittington Health priorities.5.0 Information Governance and Security Oversee Cyber Security Governance and contribute IM&T evidence to all benchmarking and assessment processes while meet therelevant internal and external audits Ensure that all IM&T systems have appropriate degree of robustmenss and disaster recovery plans in place. Working closely with the Chief Operating Officer ensure the ICSUs have access to accurate and timely clinical care intelligence tosupport operational delivery of services and prioritisation of resources. Ensure the Trust complies with all relevant national regulatory standards for digital, information and IT services. Utilise the principles and tools of the Trusts developing quality improvement system and ensure the digital and information servicesprovide appropriate support to facilitate continuous improvement. Undertake all responsibilities as the SIRO working closely with the Trust Caldicott Guardian Enable the Trust clinical services to be outcomes focused ensuring information drives decision making and continuous improvement6.0 Communication and Relationships Build excellent relationships with clinicians to ensure digital changes are bought into and led clinically Establish positive partnerships with organisations that can further our aims from within and outside the NHS. Communicate in a way that engages people in the digital transformation we need to achieve and in line with our Trust values. Build effective relationships with operational services to ensure the broader implications of the business and impact are widelyunderstood whilst balancing the need to be a disruptive innovator to lead business transformation.
